    Job Description

    I. General Summary

    Reporting to the President and CEO, oversees UM Shore Regional Health (UM SRH) rural transformation projects and participates as a member of the UM Shore Regional Health senior management team. Under guidance and coordination with the CEO, acts as primary liaison and facilitator of assigned rural transformation projects and UM Shore Medical Center at Chestertown to ensure optimal participation in local, regional, and system services, programs, and activities. Currently these include the Maryland Rural Hospital and Aging and Wellness Center of Excellence. Represents and supports the regional and System interests of UM SRH and UMMS while advocating for local interests.

    II. Principal Responsibilities and Tasks

    The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. These are not to be construed as an exhaustive list of all job duties performed by personnel so classified.

    • Provides leadership and support to assigned areas of responsibility and acts as primary liaison with UM SRH regional leadership on rural health care transformations.
    • Consults with and advises President and CEO and members of the Leadership Team challenges and opportunities related to the operation of UM Shore Medical Center at Chestertown; recommends and implements changes in administrative policies to carry out UM SRH objectives more effectively.
    • In the event either or both rural models are approved and implemented (MRH/AWCE), executive will be responsible to define and achieve assigned quality, financial, service level, integration and collaboration benchmarks within expected timeframes.
    • Develops and maintains collaborative relationships with applicable local, regional and state agencies in support of rural transformation and UM Shore Medical Center at Chestertown initiatives.
    • Enhances and maintains collaborative relationships with the medical staff and other UMMS system-wide departments to improve service, access, and quality.
    • Strengths collaborative relationships with community partners, groups, key businesses and leaders in support of exceptional health care which helps attract and retain residents and businesses to support a vibrant community.
    • Participates in matters relating to personnel and physician recruitment and retention for rural transformation projects and UM Shore Medical Center at Chestertown.
    • Participates and directs development and implementation of marketing plans for programs/services as appropriate in order to ensure that community and targeted populations are aware of the system and its services.
    • Conducts research, disseminates research findings, and provides support for integration of findings into the delivery of patient care and services.
    • Supports fund raising efforts to enhance care and services in the community.
    • Supports grant writing opportunities to ensure available funding opportunities are pursued.
    • Participates in local, regional, or UMMS system-wide committees.
    • Attends and serves on professional/civic/service organizations as assigned facility representative.
    • Provides leadership for maintaining the privacy and security of all confidential and protected health information. Uses and discloses only that information which is necessary to perform the function of the job.
    • Maintains integrity while leading in all matters. Complies with all Federal and State laws and regulations.
    • Performs related duties as assigned.

    III. Education and Experience

    • Master’s degree in health care administration, business administration or a related field, required.
    • A minimum five years’ experience in a leadership role, preferable within healthcare.
    • Main office located within UM Shore Medical Center at Chestertown.
    • Residency preference – northern Queen Anne’s or Kent County Maryland.

    • Demonstrated leadership, communication, analytical and problem solving abilities. .
