    POSITION PURPOSE

    The Police Officer is responsible for maintaining law and order, protecting life and property, and safeguarding all Authority employees, customers, property and assets, through preventative, protective, and enforcement efforts. The Police Officer is to take action to ensure a safe, convenient passageway is provided to all customers and employees.  This position is potentially hazardous and dangerous.

     

    QUALIFICATIONS

    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the duties, responsibilities, knowledge, skill, and/or ability required. The Authority will adhere to all applicable laws and regulations in assessing an employee's ability to carry out or otherwise meet the job requirements set forth herein in a satisfactory manner.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    1. Enforcement of both Pennsylvania and New Jersey motor vehicle, civil, criminal, local, state, federal and Authority policies, laws, ordinances, regulations and guidelines.
    2. To patrol Authority property by foot or in a vehicle.
    3. Engage citizens for a lawful purpose, or to render assistance.
    4. Investigate and clear motor vehicle accidents from Authority property.
    5. Ensure removal of roadway debris, or obstacles.
    6. Engage in hazardous activity such as climbing the bridge or tower structures, etc. to retrieve and secure potential suicide victims.
    7. Engage in a variety of miscellaneous assignments and unexpected emergencies as they arise.
    8. Strive to avoid engaging in negligent actions or conduct, which may cause criminal or civil liability, on behalf of the Authority.
    9. Effect an arrest, forcibly if necessary, using handcuffs and other restraints; subdues resisting suspects using maneuvers and weapons and resort to the use of hands and feet and other approved weapons in self-defense.
    10. Prepare investigative and additional reports, including sketches, using appropriate grammar, symbols and mathematical computations.
    11. Gather information in criminal investigations by interviewing and obtaining the statements of victims, witnesses, suspects and confidential informers.
    12. Pursue fleeing suspects and perform rescue operations which may involve quickly entering and exiting a law enforcement patrol vehicle.
    13. This position requires a good driving record and a valid driver’s license from the state wherein he/she resides.
    14. Must possess the willingness and ability to follow instruction from supervisors.
    15. This position is required to successfully complete state and federal mandated training programs as ordered by the Police Chief.
    16. Must attain a qualifying score on a firearms’ course twice a year.
    17. Assists in maintaining a safe and secure work environment by participating in required training, recognizing and reporting hazards and suspicious activity, and using all required personal protective equipment.
    18. Performs other duties as assigned.

     

     THIS IS A SAFETY-SENSITIVE POSITION AND IS SUBJECT TO ALL APPLICABLE DRUG AND ALCOHOL POLICIES AND TESTING PROCEDURES.

    SKILLS/KNOWLEDGE/ABILITIES

    • Must have a demonstrated record of emotional stability, maturity, and a consistent ability to deal with the public and others in a calming, authoritative and non-confrontational manner.
    • Must have knowledge of police procedures, criminal laws and the Authority’s Rules and Regulations, and their application.
    • Must have a demonstrated ability to accept oral and written directions, training, ideas and concepts from supervisors and be able to clearly and effectively communicate the same to others both orally and in writing.
    • Communicate effectively and coherently via radio and telephone.
    • Exercise independent judgment in determining when there is reasonable suspicion to detain, when probable cause exists to search and arrest, when force may be used and to what degree.
    • Proficiency in relevant personal computer software, such as word processing and spreadsheet applications.
    • Must possess logical decision making capability and skills.
    • Ability to perform duties under pressure, and handle emergency situations.
    • Possess positive public relations skills.
    • Comply with the Authority’s Standard Operating Procedures, local, state, federal and the Authority’s Policies, regulations and guidelines.
    • Must present a neat appearance.

     

    SUPERVISORY RESPONSIBILITIES

    •  Applicants must not have attained their 35th birthday at the time of hire, or if the applicant is or will be 35 year of age or older at the time of hire, the applicant must have ten (10) years’ experience in law enforcement and also meet the education requirements

    • Valid driver’s license issued in the state of residence without major violations in the last 3 years

    • Pass the physical conditioning test requirements:

     

     Vertical Jump: 15 inches

    1 Minute Sit-up: 28 repetitions

    300 Meter Run: 70.1 seconds or less

    1 Minute Push-up: 24 repetitions

    1.5 Mile Run: 15:55 minutes or less

     

    • Pass a written examination

    • Pass psychological examination

    • Pass pre-employment examination

    • Pass background investigation: The following convictions will automatically disqualify an applicant from the process:

     

    if within the past three (3) years they have (i) a DUI/DWI conviction or (ii) any revocation or suspension of their driving privileges OR

    if at any time they have two (2) or more DUI/DWIs or any felony or criminal conviction.

     

    •  Complete a NJ state law enforcement certification from the New Jersey Police Training Commission.

     

    PLEASE NOTE:  Police applicants must list any legal expungements of any convictions.

     

     

    PHYSICAL REQUIREMENTS

    The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

     

    While performing the duties of this job, the employee is required to sit (75%). The employee is required to stand and walk (15%) and lift, climb, bend (10%). Walk, stoop, crawl, climb stairs, steps and ladders, etc. while carrying weighted objects. The employee must occasionally lift, hold, and carry objects up to 100 + pounds. Individuals in this position require a full range of physical motion. Individual must pass a periodic medical examination and the Fitness Indicator Test (FIT), which is required for all Police Officers which includes strength, flexibility, conditioning and stamina testing.  The individual must have normal day and night time vision, corrected or uncorrected, lack of color blindness, and, have normal hearing, corrected or uncorrected.  This position requires the incumbent to be able to withstand heights of over 200 feet. Climb up and down transit car(s) with a step height of as much as three (3) feet and lift leg(s) a height of twenty-four (24) inches to clear third rail by stepping over same.  Must be able to perform all position functions.  Must be able to physically operate all job related equipment to position functions.

    This position requires the incumbent to work both indoors and outdoors in all types of lighting and weather conditions including but not limited to, heat, sun, rain, electrical storms, snow, ice, fire, smoke and other unspecified hazards.

     

    1. The employee must be organized, work well under pressure, and be able to prioritize assignments appropriately.
    2. The employee must communicate well with the public, and remain poised under pressure.

    4. Typically, the duties and responsibilities of this position are performed accordingly, in an office environment and outdoors.
    5. Must be willing to work in all weather conditions and in variable controlled hazardous materials exposures.
    6. May be assigned to a shift at either one of the four DRPA bridges or at the PATCO facility.
    7. The position requires the individual to work a variety of shifts on a rotating basis, including holidays and overtime as necessary.
