    Solid Waste Installation Chief Location: Solid Waste Services Divisions: DPW STREET CLEANING - MANUAL Description CLOSE DATE June 10, 2018 SALARY RANGE $47,300 - $63,100 JOB DESCRIPTION Plan, schedule and direct refuse collection and street cleaning operations in a designated geographic area of the City of Atlanta. Duties include but are not limited to: supervising staff; directing activities; preparing budgets; preparing and reviewing reports; and processing paperwork. EXAMPLES OF ESSENTIAL DUTIES Supervise, direct and evaluate assigned staff, handling employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals. Direct the completing of schedules garbage collection routes, street sweeping routes and removal of trash from right of ways. Prepare annual budget for collections and street cleaning. Serve in acting capacity for Solid Waste Field Superintendent and Solid Waste Route Supervisor. Interview and recommend applicants for hiring and promotions. Handle requests for service from citizens; coordinating special community cleanup campaigns. Prepare various types of reports, documents and forms in performance of duties such as: - budget report - production report - activity report - statistical analyses report, etc. Maintain inventory, ordering and monitoring of departmental supplies as necessary. Request repairs and maintenance services to building and equipment. Prepare and review employee performance appraisal reports. Ensure needed equipment is provided to accomplish tasks. Enforce city, departmental and bureau rules and regulations as related to Solid Waste violations. Review vehicle accident reports, determine responsibility and make disciplinary recommendations on same. Inspect designated area for thoroughness of solid waste collection and street cleaning activities. Communicate effectively both orally and written with department employees and outside professionals. Attend various meetings, seminars and conventions. Prepare and give briefings and presentations to other city departments and citizen groups. Counsel employees and make referrals to Employee Assistance Program. Disburse information to employees on safety rules and regulations. TYPICAL QUALIFICATIONS Associate's degree in Business/Public Administration or related field required Three (3) years of progressively responsible solid waste and/or refuse collection experience required Two (2) years of supervisory experience required or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a valid Georgia driver's license. SUPPLEMENTAL INFORMATION REQUIRED KNOWLEDGE Has considerable knowledge of management and solid waste management practices, policies and procedures as necessary in the completion of daily responsibilities. Able to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals. Knows how to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties. Able to develop and implement long-term goals for the department to promote effectiveness and efficiency. Has considerable knowledge of applicable ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job. Ability to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to sanitary services operations and activities. Able to effectively communicate and interact with subordinates, management, employees, and members of the public. Able to assemble information and make written reports and documents in a concise, clear and effective manner. Has good organizational, management, human relations, and technical skills. Able to use independent judgement and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems. Can comprehend, interpret, and apply regulations, procedures, and related information. Is knowledgeable and skilled in the use of micro-computers and software.
