    The Manager, Program Implementation, plays a vital role in the program design, development, and implementation of business integration initiatives and CalOptima programs.  The incumbent will be responsible for program specific strategic planning, process development and operational implementation to meet CalOptima’s mission, vision and goals. The position will partner with CalOptima’s departments to ensure compliance with regulatory agencies such as the Centers for Medicare and Medicaid (CMS), Department of Health Care Services (DHCS), and Department of Managed Health Care (DMHC). The position will frequently interact with all levels of CalOptima’s staff within business operations to collaborate across the departments, integrate programs, develop processes and devise strategies as required. This position will support the Director and Sr. Management in all activities requiring collaboration with CalOptima staff, members, providers, regulatory agencies, CalOptima Board, advisory committees, and representatives of other agencies, as needed.

     

    POSITION RESPONSIBILITIES

    • Leads planning and implementation of program specific initiatives through its full life cycle.
    • Provides overall direction, coordination, implementation, execution, control and completion of tasks supporting new program implementation and process development.
    • Collaborates with analysts to evaluate program requirement analysis for departmental and organizational impact and implementation.
    • Develops business and technological tools to enhance and support program and process integration to maintenance of business.
    • Develops and implements Communication Plan for specific programs.
    • Collaborates with staff from across the organization to research specific issues as necessary to develop and analyze solutions and make policy or programmatic recommendations to address operational issues. 
    • Ensures adherence to work plans, identifies problem areas, and develops solutions to issues or problems.
    • Partners with internal and external customers to execute programs and monitors program performance.
    • Stays current on local, state, and federal health care environment to identify public policy and market trends that may impact CalOptima’s programs and/or mission.
    • Other projects and duties as assigned.

    • Utilize computer and appropriate software (i.e. Microsoft Office Suite) to produce correspondence, charts, spreadsheets, and/or information applicable to the position assignment

     

    Required Experience

     

     

    EXPERIENCE & EDUCATION:

    • Bachelor’s degree in Health Services Administration, Public Health, Public Policy, or other related field or equivalent work experience required. Master’s degree preferred.
    • Five (5) years of experience in program and project management leadership is required, preferably in new program development and implementation of a start-up program and/or benefits.
    • Three (3) years of experience working with process improvement, strategic planning and business integration.
    • Two (2) years of experience in a government or public environment required, preferably in Medicare and Medi-Cal programs.

     

    KNOWLEDGE OF:

    • Regulatory healthcare programs and government initiatives.

    • Strong technical, problem solving, and analytical skills and methods.
    • Business processes as well as technical expertise.
