    The Role

    The U.S. government is a long‑standing customer that relies on our critical infrastructure to support mission‑essential operations. To meet the unique demands of government customers - including urgency, regulatory compliance, security, and excellence in execution, we have established a dedicated, stand‑alone Public Sector business unit. This structure enables focused investment in the people, processes, technology platforms, and security clearances required to operate effectively in a complex regulatory environment. The Public Sector business unit is designed to ensure strong alignment to government priorities while maintaining the highest standards of security, compliance, and operational rigor.

    The HR Director – Public Sector serves as the senior people and culture leader for Lumen’s Public Sector business unit, partnering closely with executive leaders on workforce strategy, leadership effectiveness, and organizational capability in a highly regulated, security‑sensitive environment. The Public Sector unit includes sales, customers success, solutions engineers, operations and product roles and therefore needs to work closely with Lumen Enterprise Operations and Lumen Technology and Product organizations. As such, the HR Director needs to work across the company with peers to ensure the plans are holistic.

    This role is directly accountable for end‑to‑end people and culture responsibilities across the business, including day‑to‑day executive partnership, workforce planning, talent management, and change leadership, operating with elevated scope, influence, and accountability reflective of the organization’s complexity and risk profile.

    The Main Responsibilities

    Executive Partnership & Leadership Effectiveness

    • Serve as the primary people and culture advisor to SVP‑ and VP‑level leaders within the Public Sector organization. As required, also work with EVP and VP of HR on critical cross-company Public Sector priorities.
    • Build strong, influential relationships with leaders to strengthen leadership effectiveness, team performance, and organizational health.
    • Coach senior leaders through complex business challenges, organizational shifts, and leadership transitions.

    Workforce Strategy & Organizational Capability

    • Partner with Public Sector leaders to translate business strategy into actionable workforce plans, including talent needs, succession planning, and capability development.
    • Provide insight and guidance on organizational design to ensure structures, roles, and ways of working support business priorities.
    • Leverage workforce data and analytics to identify trends, anticipate future needs, and inform decision‑making.

    Change Leadership & Transformation

    • Lead people strategy and change support for cross‑functional workforce transitions into the Public Sector organization.
    • Guide leaders and teams through periods of transformation with clarity, consistency, and a strong focus on engagement and performance.
    • Support a culture of agility by helping leaders adapt to evolving business, regulatory, and customer requirements.

    Culture & Talent Enablement

    • Champion Lumen’s values and embed them into leadership practices, decision‑making, and organizational norms.
    • Ensure effective implementation of enterprise talent programs in ways that meet the unique needs of the Public Sector environment.
    • Provide high‑touch onboarding and integration support for new senior leaders to accelerate impact and alignment.

    Enterprise Partnership

    • Act as the key connector between Public Sector leadership and HR Centers of Excellence, ensuring leaders are supported by the right expertise at the right time.
    • Partner with HR Solutions and COEs to deliver integrated people solutions aligned to business needs.
    • Provide feedback to HR partners to continuously improve programs and services supporting regulated and complex organizations.

    What We Look For in a Candidate

    • Bachelor’s degree, or equivalent experience
    • 10+ years of progressive HR experience in complex organizations
    • Proven experience partnering with senior leaders on workforce strategy, organizational effectiveness, and change.
    • Strong business acumen with the ability to connect people strategies to business outcomes.
    • Exceptional executive presence and influencing skills.
    • Demonstrated ability to navigate ambiguity, scale, and organizational complexity.
    • Forward-thinking mindset and experience helping leaders drive effective outcomes through AI integration.

    Preferred

    • Experience supporting regulated, compliance-driven, or government-adjacent organizations.
    • Experience supporting stand-alone business units or enterprise-level transformations.
    • Background coaching VP+ leaders through significant organizational change.

    Compensation

    This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

    Location Based Pay Ranges

    $149,084 - $198,779 in these states: AL AR AZ FL GA IA ID IN KS KY LA ME MO MS MT ND NE NM OH OK PA SC SD TN UT VT WI WV WY
    $156,539 - $208,718 in these states: CO HI MI MN NC NH NV OR RI
    $163,993 - $218,657 in these states: AK CA CT DC DE IL MA MD NJ NY TX VA WA
