THE ROLE This position is responsible for ownership and management of all Network Implementation Engineering and Outside Plant Construction contracts. This position interfaces with and provides direction, guidance, and support to the Network Implementation organization on all contract activity related to the outside sourcing process. This position is responsible for the ownership and management of the review and approval of all suppliers working through Lumen's BidMaster System - including but not limited to review of supplier qualifications, financials, routing and recommendation of approval for Master Services Agreements (MSA's) and on-boarding these suppliers by approval of certifications, providing access to Lumen's building (badge access) and engineering systems. This role is responsible in overseeing contractor performance and partnering with operations to drive accountability. THE MAIN RESPONSIBILITIES

    • Network Implementation interface providing direction, guidance and support to the for all contract activity related to the outsourcing process
    • Leverage data and analytics to create and manage plans that focus on cost transformation initiatives within the Network Implementation organization
    • Responsible for project leadership based on changing priorities of projects in relation to resources, processes, timeliness, materials, expense and potential revenue.
    • Developing new processes, providing analysis, direction and guidance in support of all contractors and partner organizations
    • Responsible for the contracts and pricing supporting project management of key projects that drive substantial revenue and retention opportunities for the company.
    • Drive accountability for completion timelines, physical quality, cost/budget information, methods and staffing.
    • Ensure adherence to budgets, schedules, work plans, performance, and safety requirements.
    • Provide critical functional/user input into system designs, enhancements and implementation of application software systems.
    • Provide business case inputs and validations that impact engineering and construction cost/benefit requirements

    WHAT WE LOOK FOR IN A CANDIDATE REQUIRED:

    • Baccalaureate degree plus at least eight (8) years or more of communications industry experience in networking area demonstrating leadership and advanced technical knowledge as the primary leader directing the work of other professionals or equivalent work experience or equivalent experience.
    • Ability to travel as much as 30%-40%.
    • Previous experience and knowledge in all aspects of Engineering, Equipment Installation, & OSP Construction, and contract policies and procedures, as well as, the Construction Certification Program requirements.
    • Experienced in the bidding, negotiation and approval of engineering, installation and construction contracts with multiple internal and external customers.

    PREFERRED:

    • Master's Degree with six (6 ) plus years relevant experience
    • Knowledge of Lumen Proprietary Systems, SAP, Fireworks, BidMaster, JDS, WFMT, NDS, CLM and APO.
