    Advanced Systems Design is seeking a Systems Architect, Advanced for our client located in Tallahassee, FL.

    This position is onsite in Tallahassee, FL, and requires in-person availability starting day 1. 

    Job Overview:

    A multiyear effort in modernizing and integrating enterprise IT systems by developing solutions that unify independently designed applications across platforms. Responsibilities include analyzing and coordinating legacy systems, databases, web interfaces, and hardware to meet evolving enterprise needs, as well as collaborating with users to gather requirements and ensure seamless system communication.

    • Application Support Area 1 – Data Submission Area: These systems support the initial login and authentication of external users, filing and document handling of submissions, and delivery of the submitted data and documents to the proper application and/or database receptacles. Support includes:
      • Office of Insurance Regulation Industry Portal (iPortal).
      • External filing portion of the Insurance Regulation Filing System.
      • Any other applications that may be created later that are primarily unique to this Application Support Area.
      • Related web services and back-end processing.
      • Other related support is necessary to fulfil the goals of this Purchase Order.
    • Applications Support Area 2 – Financial Filing Submission and Management Area.These systems support the external submissions from iPortal, the validation of data and documents received, and the internal processing and management of industry financial data. Support includes:
      • Financial Analysis and Monitoring EDMS (FAME).
      • Financial Examination Scheduler (FES).
      • Regulatory Electronic Filing System (REFS) (External filing portion of FAME).
      • Related web services and back-end processing.
      • Any other applications that may be created later that are primarily unique to this Application Support Area.
      • Other related support is necessary to fulfill the goals of this Purchase Order.

    • Applications Support Area 3 – Forms, Rates, and General Data Submissions and Filing Management Area.These systems support the external submissions from iPortal, the validation of data and documents received, the internal processing and management of industry forms and/or rate filings or general data requests that are processed and managed in the same applications as forms and/or rate filings, and the outward display of rate data via website to the public. Support includes:
    • Electronic Data Management System (EDMS) Product form and rate filings.
    • Electronic Data Management System (EDMS) Internal Search.
    • Insurance Regulation Filing System (IRFS) Product form and rate filings.
    • IRFS Search/PDF Gen (public search and download of form and rate filings).
    • PDF Stamping.
    • IRFS administration tools that support Forms and Rates filings
    • Medicare Supplement Insurance Rates (MGAP).
    • Property and Casualty Rate Data and Collection Management System (PCRDCMS).
    • Rate Comparison Tools (www.floir.com) CHOICES
    • Related web services and back-end processing.
    • Any other applications that may be created later that are primarily unique to this Application Support Area.
    • Other related support is necessary to fulfill the goals of this Purchase Order.
      • Applications Support Area 4 – Data and Survey Submissions and Filing Management Area.These systems support the external submissions from iPortal, the validation of data and documents received, and the internal processing and management of surveys, data templates, and related documents collected by statute or commissioned by OIR. Most of the data collected in this area is classified as part of regular or ad hoc data activities. Support includes:
        • Insurance Regulation Filing System (IRFS) Data Collection submissions.
        • IRFS administration tools that support data collection and filings.
        • Filing review and workflow portion of the Insurance Regulation Filing System (IRFS).
        • Related web services and back-end processing.
        • Any other applications that may be created later that are primarily unique to his Application Support Area.
        • Other related support is necessary to fulfill the goals of this Purchase Order.
      • Applications Support Area 5 – Document Storage, Imaging, and Retrieval Area.These systems support the seamless transition of submitted documents from iPortal or internal scanning functions to document repositories for later retrieval. Support includes:
        • FileNet P8 Document Storage and Retrieval.
        • Imaged Document PDF storage, retrieval, and generation.
        • FileNet Backend Processing Services (FBPS).
        • Content Search.
        • Related web services and back-end processing.
        • Any other applications that may be created later that are primarily unique to this Application Support Area.
        • Other related support is necessary to fulfill the goals of this Purchase Order.
    • Applications Support Area 6 – Company Management, Admissions, and Authority Determination Support Area. These systems support the processing and verification of regulated or registered companies and other entities that OIR must oversee. The applications support functions of company admissions, background investigations of officers and directors, business authorities, and lines of business, and ongoing public information needed to be collected by statute and/or for contacting proper parties. Support includes:
      • Insurance Regulation Filing System (IRFS) Company Application submissions. IRFS administration tools that support company application filings.
      • Company and Other Entity Navigator (COREN)/CORE database.
      • Application Coordinator (AppCoord).
      • iAPPLY (External filing system for company applications).
      • Web-Enabling Company Admissions Application (WECAA).
      • Public Search of Active Companies.
      • Related web services and back-end processing.
      • Any other applications that may be created later that are primarily unique to this Application Support Area.
      • Other related support is necessary to fulfill the goals of this Purchase Order.
    • Applications Support Area 7 – Specialized Applications Data Submissions Area.These systems support the external submissions from iPortal for specialized functions or needs usually defined by statute, but sometimes commissioned by OIR. Most are stand-alone applications with external-facing features. Support includes:
      • Professional Liability Claims Reporting (PLCR).
      • Quarterly Supplemental Reporting Next Generation (QUASRng).
      • Workers’ Compensation Claims System (WCCS).
      • Other related support is necessary to fulfill the goals of this Purchase Order.
    • Applications Support Area 8 – Specialized Applications Internal Area.These systems support legal, financial, and administrative functions within OIR. Most are stand-alone applications with a limited number of internal users. Support includes:
      • Office Automation Tracking System (OATS).
      • Media Call Tracking System (MCTS).
      • Bill Analysis Tracking System (BATS) – part of the IRFS internal.
      • Consent Order Tracking System (COTS) – part of the IRFS internal.
      • Market Regulation Tracking System (MRTS) – part of The RFS internal.
      • Public Record Request Tracking System (PRRTS) – part of the IRFS internal.
      • Invoicing – part of the IRFS internal.
      • Legal Case Tracking System (LCTS) – part of the IRFS internal.
      • Other related support is necessary to fulfill the goals of this Purchase Order.
    • Applications Support Area 9 – Consolidation of Submissions and Reviews with Enhanced Security. This area includes the central access mechanism to OIR applications (APC) and the basic database structure and submission and review processes across applications.
      • Application Process Control (APC).
      • Company Dashboard (Search application).
      • Insurance Regulation Filing System (IRFS) ongoing enhancements.
      • Other related support is necessary to fulfill the goals of this Purchase Order.
    • Applications Support Area 10 – System Modernization. This area includes the Modernization of OIR’s Applications in Support Areas 1 through 9.
      • Develop and deploy integrated solutions aimed at modernizing, consolidating, and coordinating the independently designed applications.
      • Determine how existing applications, legacy systems, databases, Web interfaces, and/or hardware logic, which may be currently operating on multiple platforms, work together to meet the new and emerging enterprise requirements.
      • Work with users to gather business requirements, perform database analysis, code and test routines to ensure successful and seamless communication among the various IT systems and application components.
