  • Responsibilities

    These are Temporary contract positions and will be run through Guidant Global CER who has been contracted by Maximus as our payroll service provider.

    The NCEB County Liaison Specialist (CLS) supports the North Carolina Enrollment Broker (NCEB) DSS Engagement Strategy. The CLS is assigned a North Carolina DSS county office or multiple county offices to support remotely and in person as needed. The CLS will support DSS leadership by assisting with subject matter questions regarding the Enrollment Broker processes and handle complex or escalated issues. The CLS supports the NCEB by providing outreach and education to beneficiaries during DSS outreach events. Regular attendance is required.

    • Represent NCEB remotely in assigned location and in person if needed
    • Work directly with beneficiary or beneficiaries to:
      • Provide in person choice counseling
      • Review selection options
      • Enroll in the Health Plan (HP) for Managed Care of their choice
      • Select the preferred Primary Care Provider (PCP), where applicable
      • Refer to a different entity based on needs, where applicable
    • Complete timely and error free submission of reports
    • Represent the NCEB at DSS Outreach Events, when assigned, to educate the target audience on the role of the Enrollment Broker as well as the enrollment options available to beneficiaries
    • Support and conduct enrollment events, when assigned, to provide choice counseling and enroll beneficiaries in a health plan
    • Complete timely and error free submission of post-event reports
    • Independently and proficiently navigate between program specific tools and applications (e.g., MS Outlook, MS Teams, MS Skype, MS SharePoint, NC EB website, MAXeb, Genesys, Cisco and Zoom)
    • Attend meetings as assigned
    • Provide recommendations on best practices and/or process efficiencies to supervisor
    • Maintains a positive and professional demeanor at all times
    • Perform other duties as assigned by leadership
  • Qualifications
    • Bachelor’s degree from an accredited college or university required or equivalent work experience
    • Experience in community outreach, field enrollment or outreach to special needs population
    • Experience with Medicaid Managed Care and the needs of Medicaid Consumers
    • Excellent organizational, written, and verbal communication skills
    • Ability to perform comfortably in a fast-paced, deadline-oriented work environment
    • Ability to complete assigned tasks with minimal supervision
    • Solid customer service and client relationship skills
    • Solid working knowledge of Microsoft Suite (e.g., Word, Excel and Power Point)
    • Working knowledge of computer based platforms and programs
    • Cultural sensitivity, customer service and problem resolution experience
    • Ability to travel as requested
    • Remote working location with internet capabilities (minimum internet speed of 20 MPBS)
    • Provide own equipment (smart phone, computer, headset, etc.)
