The Community Services Department is comprised of three divisions: Recreation; Arts and Sciences; and Open Space, Parks and Golf. Open Space manages 4,000 acres across four nature preserves, with habitats that range from marshland to chaparral to grassland to oak woodland. Palo Alto rangers are responsible for maintenance; interpretation; emergency medical, fire and enforcement response; and resource management within the nature preserves. The Position This position is responsible for managing, planning, evaluating and directing the development, operation, and maintenance of the Palo Alto Baylands Nature Preserve and other Open Space operations. The successful candidate will supervise regular ranger staff, seasonal staff, and contractors. Responsibilities include daily operation of the Baylands Nature Preserve, directing and scheduling daily work, evaluating performance, coaching, training, and discipline of non-management staff. Incumbents identify workflow improvements, resolve customer service issues, prepare and monitor contracts and RFP's, and serve as a technical resource to other department personnel. Incumbents develop, implement, interpret, and ensure compliance with rules and regulations, laws and codes, policies, and procedures. Responsibilities include gathering data and information, developing and monitoring budgets, preparing reports for division management review, interpreting and implementing policy and procedures, and protecting Open Space resources. The supervising ranger is also expected to be a field ranger, and participate in maintenance, interpretive, emergency response, enforcement and resource management activities. Essential Duties Essential and other important responsibilities and duties may include, but are not limited to, the following: Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; and making hiring, termination and disciplinary recommendations. Develops policies and procedures for operational activities in Open Space. Supervises, coordinates, schedules, and participates in the design, construction, renovation, repair, and maintenance of Open Space facilities. Attends and participates in a variety of meetings; represents Open Space, the division, the department and/or the City on local, state, and national committees, professional organizations, advocacy groups, and other related groups. Negotiates, coordinates, monitors, and adjusts a variety of contracts; participates in the development, review, and implementation of RFPs for contractual services. Develops and sustains collaborative and working relationships with City staff, Boards, Commissions, the community, organizations, and agencies. Develops, implements, and monitors annual capital budgets for Open Space. Manages the procurement of equipment, supplies, and materials. Provides information and technical assistance to service providers and the community-at-large regarding services and issues in Open Space. Oversees staff engaged in the maintenance, natural resource management, law enforcement, emergency response, customer service, and interpretation of City open space lands and facilities; Supervises the maintenance of equipment used to respond to medical, fire, and enforcement service needs, and environmental and natural disasters; Provides immediate first response to emergency situations and administering emergency medical first aid; Responds to and participating in fighting wildland fires; Develops and delivers interpretive programs. For the full job description, go Minimum Qualifications Sufficient education, training and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through: Bachelor's Degree in a related field and three years of progressively responsible experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Ideal Candidate The ideal candidate will possess knowledge of the following: Experience working in and managing nature preserves or parks Management skills, including the ability to organize, prioritize, and evaluate work, as well as the ability to supervise and direct staff.
