  • Responsibilities

     

    CALIBRE Systems Inc., an employee-owned Management Consulting and Digital Transformation company, is looking for a C2 Policy Analyst to provide the comprehensive technical support services required by the DoD CIO for strategic planning, policy, resourcing and implementation approaches for joint and component-level C2 capabilities. Responsibilities include but are not limited to:

     

    • Provide subject matter expertise in the areas of enterprise strategy, policy, programmatic, requirements, capability and resource analysis applicable to joint and Component-level Command and Control (C2) capabilities including C2 applications, services, and infrastructure in all domains (air, land, maritime, space, and cyberspace).
    • Develop joint C2 analytical products that provide detailed comprehensive overviews of associated C2 systems, identify critical capabilities, capability gaps, and road maps to guide the strategic and incremental evolution and modernization of joint C2 capabilities within all operating environments.
    • Conduct technical assessments of all relevant DoD policies that address or impact C2 capabilities and prepare technical reports summarizing the findings.
    • Provide technical evaluation and analysis of coalition C2 policies and programs to enhance C2 interoperability, and analysis of non-C2 specific policies and strategies impacting joint C2 capabilities.
    • Support engagement in requirements determination, acquisition, and resource allocation as it pertains to joint C2 capabilities and associated DoD CIO information environment initiatives.
    • Provide recommendations to improve alignment of C2 capabilities with the Joint C2 Reference Architecture (JC2RA) and joint information environment objectives, with emphasis on applicability of cloud and artificial intelligence initiatives to enhance joint C2 capabilities.
    • Support the identification of opportunities presented by advances in technology as well as risks and costs.
    • Support development of annual capability planning guidance and assessment of candidate issues for DoD C2 capabilities.
    • Provide joint C2 support and analysis for DoD CIO representatives at various high level forums and meetings at the OSD level.
    • Support the coordination for conferences and the development of briefings and briefing materials for use by senior leadership within the DoD CIO as it pertains to joint C2 capabilities.

    Required Skills

     

    • MUST HOLD/OBTAIN TS/SCI CLEARANCE WITH FULL-SCOPE POLYGRAPH.
    • At least 10 (prefer 12) years of experience in cybersecurity or information assurance with a clearly demonstrated path of accomplishment.
    • Subject matter expertise in the areas of enterprise strategy, policy, programmatic, requirements, capability and resource analysis applicable to joint and Component-level Command and Control (C2) capabilities.
    • Experience with USG or DoD cybersecurity programs including familiarity with integration of services for agency requirements, inter-agency integration, assessment of acquisition programs, and programs responsible for applying emerging/next-generation cyber technologies.
    • Ability to conduct data collection and analysis of major DoD Cybersecurity and Information Technology programs.
    • Baseline knowledge of emerging cybersecurity technologies that support DoD’s transition to cloud based architectures to include awareness of applicable cybersecurity operations and technical threats.
    • Strong oral and written communication skills to include preparation and delivery of high-level briefings.
    • Ability to work independently.

    Required Experience

     

    • Staffing and analytical skills; experience with the Office of the Secretary of Defense, NSA, USCC, and/or Joint Staff, Service Staffs.
    • Master’s Degree (years of experience may be substituted for education).

     

    PREFERRED EXPERIENCE:

     

    • Familiarity with GCCS and/or Components/Variants.
    • Experience writing Service Policy documents and instructions.
