  • Responsibilities

    The Management Analyst serves as a data scientist and subject matter expert to the Continuous Evaluation Program (CE) in the Office of Personnel Security, and Suitability (PSS) reporting to the Adjudications Division Chief. The Management Analyst examines data from multiple disparate sources working directly with managers and technical staff to understand CE business needs, develop technical plans, and deliver data- driven analytical solutions that solve CE problems. The Management Analyst also designs and implements custom algorithms, workflow processes, and layouts for complex, enterprise-scale data sets used for modeling, data mining, and research purposes.

     

     

    Major Duties:

    •  As the technical subject matter expert, the incumbent utilizes security monitoring, prioritization, response, containment, and remediation processes for detection, analysis, and data correlation to develop a comprehensive picture of continuous evaluation for investigations. Reviews daily operations and related matters involving CE detection analysis; leads the CE effort to execute centralized analysis of information; assesses associated risks; supports investigative activities; and coordinates responses which collect large amounts of disparate data and transforms it into a more usable format. Observes order and patterns in data, as well as spots trends and threats related to the mission of the Continuous Evaluation Program.
    • Establishes on-going mechanisms for evaluating effectiveness of the CE technologies, data analysis, and case referral processes. Promotes interchange of information requirements, capability, deficiencies, and technology applications of CE.
    • Directs the planning, development, and maintenance of CE detection technology, analysis methodologies, metrics, and reporting.
    • Collaborates with CE stake holders and utilizes results from user activity monitoring data to prioritize and improve indicator identification.
    • Leads the development and continued process improvement of CE detection processes and analysis. Conducts research and participates in forums working to enhance information sharing and analysis in support of the CE Program.
    • Conducts data mining and retrieval and apply statistical and mathematical analysis to identify trends and gather intelligence.
    • Models complex problem sets to solve analytical problems, optimize performance, help discover insights and identify opportunities through the use of statistical, algorithmic, mining and visualization techniques to build and deploy products, processes, and systems.

    Professional Qualifications/Skills:

     

    • Must be a US citizen with a valid US passport and possess or obtain/maintain a minimum a TS/SCI clearance;
    • Bachelor's degree preferred in business or computer science and a minimum 7 years of experience with business operations and/or data mining or the equivalent combination of education and experience.
    • Experience with data process modeling
    • Department of State experience preferred.
