    POLICY ANALYSTS, BUDGET & TAX CENTER LITIGATION PARALEGAL LESLIE J. WINNER PUBLIC INTEREST AND CIVIL RIGHTS FELLOWSHIP Policy Analysts, Budget & Tax Center The Budget & Tax Center is the states leading source for information on how fiscal and economic policies shape the opportunities available to working families. Because of its long-standing reputation for credible analysis and well-researched proposals, a wide range of organizations and leaders turn to the BTC for leadership in setting a policy agenda that advances opportunity and equity in the state. The BTC informs and affects public policy decisions by producing credible and timely reports and providing expert guidance to the media, advocates, policy makers, and the public. BTC is seeking two Policy Analysts (both with portfolios in fiscal policy) to join its team of experts working to help North Carolina overcome unprecedented economic and fiscal challenges. The analyst positions focus on fiscal analysis with special attention to the states biennial budget process and implementation of the final budget as well as the ways in which fiscal policy can be a tool to advance a culture of health, educational and workforce opportunities as well as race equity. In particular, the analysts will monitor and document the Governor, legislative and final budgets for the state with an eye to their investments in services and programs that support low-income communities, draw connections to tax policy choices, and support the documentation of needs across the state. Analysts are responsible for researching and writing policy briefs and reports, conducting outreach and community education through mass-media, new media, and presentations and supporting staff allies and coalition members on state budget and tax policy issues especially, as these issues affect low- and moderate-income individuals and communities. EXPERIENCE The successful candidates will have strong interest and experience analyzing economic and fiscal policy issues with the goal of promoting public policy decisions that address the needs of low-income communities; an advanced degree or commensurate years of work experience in public policy or related field; excellent quantitative analysis skills, including advanced competency in Excel; superior written, oral and presentation skills, and prefer working in a team environment. Two or more years of post-graduate experience in an applied research or public policy setting is required. Availability to travel and work some evenings and weekends required. Litigation Paralegal We are seeking a highly-organized Litigation Paralegal to provide a wide variety of legal and administrative support on cases brought by, and under the direction of, the attorneys conducting litigation at the North Carolina Justice Center. The successful candidate will demonstrate a commitment to social, economic, and racial justice, be fluent in Spanish and English, and enjoy contributing to a great mission by supporting the work of others. Paralegal experience is helpful, but not required. Bachelors degree is required. Successful applicants will like creating order, be exceptionally organized while juggling competing deadlines and demands, possess unfailing attention to detail and the ability to support multiple people. He/she will be proficient in MS Word, Excel, and Outlook, have experience in working with databases, and possess strong technology skills. Winner Public Interest and Civil Rights Fellowship The North Carolina Justice Center is seeking a Leslie J. Winner Public Interest and Civil Rights Fellow. The Winner Fellowship provides the opportunity for a recent law school graduate to spend two years as a staff attorney at the North Carolina Justice Center the states leading private, nonprofit, anti-poverty organization. The Fellowship is generously funded by the Z. Smith Reynolds Foundation in honor of Leslie Winner, who has been a champion for the people of North Carolina. Winner spent much of her career as a public servant and public interest lawyer working on issues such as civil rights, gender equity, affordable housing, public education and higher education. She retired in 2016 after eight years of distinguished service to the Z. Smith Reynolds Foundation and nearly 40 years of service to North Carolina. The Fellow must be eligible for admission to the North Carolina bar by the commencement of the Fellowship. Applicants must have graduated from law school in 2017, 2018, or be expected to graduate in 2019. Applicants should possess excellent research, writing, and analytical skills, and a demonstrable passion for and commitment to social and economic justice. Justice Center attorneys represent consumers, tenants, workers, immigrants, and students to make sure employers pay their workers what they are owed, landlords do not unfairly evict people, consumers are not preyed upon by unfair loan agreements, immigrants can achieve legal immigration status in the United States, and students can enroll in school and receive a quality education.
