Global Business Services and Business Optimization
The Global Business Services (GBS) and Business Optimization team is a newly formed organization established to transform Biogen’s business processes with a vision of “Lean and Simple” operations to fuel commercial growth and the innovation pipeline. Further, GBS will provide further value by developing and delivering a suite of business solutions and support services that are valued by internal customers. GBS will deliver services by leveraging a global delivery model, operational transparency and metrics, leveraging global best practices, and a service-oriented process improvement culture. All solutions will be supported by strong business cases and ultimately monitored for the effectiveness and efficiency against benchmarks and service level agreements.

THE POSITION
This Sr Sourcing Manager, G&A is a global strategic sourcing position within the Global Procurement team. This position is responsible for developing and executing a sourcing program/strategy for the Human Resources category. The program/strategy should deliver value to the business by reducing risk, improving quality, and reducing costs. This includes interfacing with key internal stakeholders at the senior management / executive level and leading cross-functional teams, as well as understanding sourcing needs, performing market research, devising sourcing strategies. In addition, the manager will do the sourcing execution (e.g., competitive bidding, partnership development, consolidation/reducing complexities of the buy, etc.) and negotiation of contracts. Experience and knowledge of Biotech/Pharma environment would be beneficial.
PRIMARY RESPONSIBILITIES INCLUDE:
• Stakeholder Engagement: Lead stakeholder engagement efforts at the senior management/executive level to ensure sourcing is aligned with stakeholder objectives, while securing their sponsorship to meet corporate goals • Manage all spend of key Human Resources suppliers • Establish favorable terms with key suppliers • Review Human Resources purchase requests over a specific dollar threshold, evaluate price/terms/deliverables • Oversee internal and external communication related to this category • Advise business partner on sourcing options as appropriate • Develop knowledge base for reference when evaluating RFP’s and Suppliers • Negotiate contracts and statements of work with suppliers • Ensure compliance with Global Purchasing policy • Hold supplier reviews with key suppliers and develop mutually beneficial relationships • Develop sourcing strategies within assigned category. This includes obtaining business requirements from key internal stakeholders, leading cross-functional sourcing teams, conducting market research, and sourcing strategy creation from these two pieces of due diligence. • Execution of sourcing strategies. This includes leading cross-functional teams, developing and managing the sourcing implementation plans, and performing all business-related functions of the sourcing initiative, negotiating contracts, and transitioning to the business units for implementation. • Supplier relationship management. This includes development and tracking of key performance indicators for the category of spend, facilitating key/strategic supplier-company business meetings, and supporting key operational due diligence efforts. • Category maintenance. This includes contract life-cycle, category databases, scanning the marketplace for changes and managing any known or potential business impact and developing risk mitigation plans. • Continuous Improvement. This includes both department/category business process and systems/tools improvements and personal development.
Qualifications
• Minimum of 7 years working experience • Minimum of 5 years strategic sourcing or Procurement experience • Experience with negotiating a variety of contracts • Project management experience • Experience working in a matrix environment is preferred • Project management experience • Experience working in a matrix environment is preferred • Strong analytical skills, able to analyze and interpret data to create effective strategies • Knowledge of the Human Resources category. (i.e. benefits, training, recruiting, relocation, temporary personnel services and other related services. • Ability to communicate effectively to influence all levels of an organization and good presentation skills • Execution and continuous improvements of processes and procedures • Initiates new project proposals in pursuit of corporate, divisional and business unit objectives • Proficiency in Microsoft Word, Excel, and PowerPoint, as well as reporting and analysis tools
EDUCATION:
• Bachelor Degree, preferably in Business or Supply Chain • C.P.M. or CPSM desired • MBA a plus
