    Environmental Specialist The Dow Chemical Companys Houston Hub has an exciting and challenging opportunity for an **Environmental Specialist, **located in Deer Park, Texas to provide environmental support to plant operations located in Houston Hub manufacturing sites. These sites are located east and southeast of Houston, TX and are easily accessible from Houston, TX and surrounding communities. * Coordinates, implements, executes tasks, and maintains a proactive facility specific program to achieve Plant/Business Environmental goals and objectives. * Increases individual awareness and accountability for environmental requirements, by providing a Plant Subject Matter Resource to coach plant personnel on environmental responsibilities and the effective application of EH&S Work Processes. * Supports assigned department to maintain the License to Operate. * Is accountable in partnership with plant operations to monitor for deficiencies and initiate corrective actions to achieve plant Environmental Health & Safety (EH&S) performance and expectations. Primary Responsibilities: Knowledge and Skills * Possess working knowledge of all EH&S Work Processes and tools, and excellent communication skills. * Has a working knowledge of plant /department operations and processes. * Local Subject Matter Expert (SME) of all regulatory, permit, and company requirements for areas of responsibility and Dow audit requirements. * Demonstrate leadership by participating in identification, resolution and escalation of EH&S opportunities. General * Develop and implement Environmental management systems (work processes, standards, training material and procedures) as appropriate within areas of responsibility. * Ensures the environmental aspects of the operating discipline are adequate and applied to achieve performance goals. * Implements detailed, task level, day to day programs, utilizing the EH&S work process, standards and procedures. * Supports existing environmental programs/ initiatives designed to improve performance. * Assists in developing and achieving area or plant environmental goals, eliminating reportable incidents, reducing Title Vs, etc. * Active participant on the department EH&S team. * Sets the direction for maintaining environmental compliance for the facility and provides coaching as needed to the Environmental Technician. EH&S Expertise * Links to Leveraged Services Focal Points and Regulatory Management Expertise Center to obtain clear interpretations of regulatory process, regulations, laws and associated procedures. * Determines applicability of environmental rules, permits, and requirements. * Identifies and forecasts permitting needs and provide input to the businesses on permitting strategy. * Implements compliance systems, tools and training for areas of responsibility to ensure conformance with internal and external requirements. * Initiates permit modification requests (amendments/PBRs) based on changes in the plant. * Performs / coordinates the environmental monitoring, data collection, analyzing and reporting for the plant. (AEI, Global Emission Inventory (GEI), MACT reports, etc.) * Provide technical support to site specific environmental emergencies or outside complaints. Including participating as an EH&S on call representative. * Provides data for regulatory agency requirements/responses upon request (inspection findings, NODs, NOVs, citizen actions, letters, etc.). * Reviews Incident Management Tool data for accuracy and consistency with Event Action Tool (EAT). * Ensures that compliance sampling and monitoring is conducted per defined schedules. (Stack Tests, CTW sampling, RATAs, etc.) * Supports the Environmental Technician in completing waste characterization for waste generation and waste disposal. * Supports the Environmental Technician in maintaining compliance with water quality agreements and permits. * As needed, provides supporting information for commenting on proposed rules, legislation, comments. Compliance Tasks * Ensures compliance tasks are completed on time. * Evaluates and documents applicability of environmental tasks in Compliance Task Tool (CTT). * Participates in annual assessment of tasks for applicability. Operating Discipline Management System (ODMS) * Act as ODMS (6.07) Pollution Prevention Element Owner for assigned department and completes assigned self assessments. * Monitors records retention of plant/department environmental files. * Serves as DMS Focal Point for environmental records for department. RCI/MOC * Conducts, documents and/or participate in investigations of incidents and corrective action process. Monitor process to assure effective RCI results. * Utilize Cause and effect process and E&A Tool for documenting events and corrective actions. * Owns and completes Event Action Tool (E&A) Tool actions per assigned due dates. * Participates in ABC analysis of targeted behaviors. * Serves as change owner for MOCs regarding environmental regulations, rules, and processes in a timely manner and ensure MOC closure. * MOC Environmental Reviewer (as assigned) * Verifies the proper administrative controls are selected and implemented during the MOC process to demonstrate compliance with BACT requirements and additional regulatory requirements. Audits * Conduct continuous review of process data and air permit requirements to demonstrate compliance with state and federal regulations with the effective use of a CDP, Compliance Demonstration Plan. * Coordinates and schedules audits (including Audit Privileges) in environmental related areas * Actively participates in and provides data for EH&S Integrated Audits. Shutdowns/ Turnarounds * Act as an Environmental focal point on shutdowns or special projects. * In partnership with the Environmental Technician and Health and Safety Technician, develops and implements TA EH&S Management plans. * Supports the facility in planning and execution of turnarounds especially in regards to clearing limits and methods. Required Qualifications: * A minimum of a Bachelor's degree is required. * Minimum 3 years of experience in an Environmental discipline or engineering field is required. * A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process. Preferred Qualifications: * A minimum of a Bachelors Degree in Engineering or an Environmental Science related degree is preferred. * Good understanding of environmental principles and compliance regulations is preferred.
