    LOCATION: This position is located in our Pine Grove, Pennsylvania facility, which is approximately 30 minutes northeast of Harrisburg, the state capitol of Pennsylvania. Pine Grove also has easy access to both Baltimore and Philadelphia, both of which are about two and one-half hours from the facility. Our Pine Grove facility develops and manufactures a wide array of products for the Company’s Specialty Products Group.

     

    JOB TITLE: PROCUREMENT MANAGER

    Responsible for leading, planning, directing, and coordinating all materials purchasing functions for the plant operations. Plan and manage the procurement of a large variety of complex materials and services to effectively support the production requirements and to oversee the review and negotiations of purchase price, quality, availability, delivery, and other factors necessary to ensure the overall conformance of materials purchased to manufacturing specifications and overall company production objectives; manage and coordinate materials inventories and services.

    The position requires a full understanding of existing systems/processes and the ability to develop and improve the processes. The individual in this role will work closely with the Materials Manager and/or leadership within operations.

     

    JOB DUTIES:                  

    • Lead the team and manage the procurement of all goods, supplies, and services to support the production cycle time requirements of the plant
    • Maintain continuous knowledge of company sales & market trends of products manufactured at the plant to determine current inventory volumes and future materials and inventory needs.
    • Maintain knowledge and awareness of market changes in commodities to be purchased to ensure the availability of products/materials for manufacturing functions at competitive prices and within alternate sources of supply to meet production requirements of the plant.
    • Oversee the location, selection and development of new and necessary delivery time frames.
    • Develop and maintain effective contacts and working relationships with key suppliers
    • Work with corporate resources in preparation of product specifications for bid and manage negotiations with the most favorable prices, quality, delivery time, etc
    • Develop programs for potential cost improvements within the procurement process that will continually improve support to the manufacturing materials availability and timing needs.
    • Develop and manage automated information systems to plan, monitor, and coordinate on-going inventory levels to provide maximum support for the production needs of the plant.
    • Determine short-term and long-term inventory control needs relative to the availability of materials for manufacturing.
    • Participate in planning, recommending, justifying, and managing annual operating budgets and financial targets in accordance with known operational needs, strategies, and objectives.
    • Plan and manage training, instruction, and guidance to all subordinate supervisory and other employees to ensure their knowledge of proper equipment and use of accepted work processes and standards.
    • Remain knowledgeable of all government contractual requirements for the purchasing department and ensure compliance. 
    • Lead, coach and develop the plant buyers as well as the store room functions as necessary.
    • Lead and participate in physical inventory count’s when necessary.
    • Take active role in upcoming launches to ensure success from materials purchasing standpoint.
    • All other duties as assigned.

    Required Skills Required Experience

    • Bachelor’s degree preferred
    • Minimum 3 years in materials/supply chain function/buying/purchasing
    • Proficient in Microsoft Office; SAP; QAD and BASICS experience a plus.
    • Proficient in Problem Solving Decision Making
    • Ability to use analytical tools to identify and drive improvements.
    • Exceptional organizational skills and detail orientated.
    • Solid leadership skills; able to lead by example; decision-maker.
    • Excellent interpersonal, communication, organizational and negotiation skills required.
    • Ability to prioritize and work under pressure
    • Strong oral and written communication skills
    • Must be a self-motivated individual; displays ability to work in highly productive, constantly changing environment.
    • High level of attention to detail.
