  • Responsibilities

    Under the Director of Bid & Proposal direction, the Estimator will prepare, research, and calculate cost proposal estimates for Operations & Maintenance and Facility Maintenance requirements. Responses will be to specific requirements defined in solicitation documents, and in compliance with corporate estimating practices and other applicable regulatory policies and procedures.  Basic responsibilities include capturing competitive pricing, coordinating pricing strategy with project management, and ensuring substantiation of rates and factors. The incumbent’s job duties encompass price research, rate verification, and cost model calculation and meeting bid deadline goals.

    • Expert knowledge and use of Microsoft Excel, and familiarity with Microsoft Word.
    • Prepare and analyze RFP requirements including terms and conditions
    • Ability to prepare conceptual to definitive cost proposal estimates for services projects such as facilities maintenance, logistics and operations & maintenance.
    • Develop a complete and concise labor hour and material dollar estimate that meets the requirements of the specification or work scope.
    • Ability to analyze, interpret and compare detailed information regarding staffing and skill mix, material costs, equipment costs, number and type of vehicles, and other direct costs.
    • Participate in pricing review with upper management and coordinate with senior staff to determine pricing structure.
    • Participate in kickoff, solution, and status meetings.
    • Manage estimating on multiple complex proposals simultaneously.
    • Proficiency in complex calculations and mathematical logic.
    • Proficiency in interpreting calculations and logic into Excel formulas and functions.
    • Support audits and participates in cost proposal clarifications.
    • Support other pricing team members in preparing responses and review of work.
    • Able to do a variety of tasks in any single day.
    • Plan, conduct, and manage assigned tasks to meet schedules and deadlines.
    • Must have excellent written and oral communication skills.
    • Must have excellent organizational skills.
    • Willing to work days, evenings, and nights, overtime, weekends, and holidays as required.
    • Keep supervisor apprised of unique situations and problems encountered.
    • Provide cost data back up to Company designated representative or Director of Bids & Proposal, or Pricing/Cost Manager.

    SECONDARY DUTIES AND RESPONSIBILITIES:

    • Assist with production of proposal submission documents.
    • And all other duties as assigned.

     REQUIRED EDUCATION AND EXPERIENCE:

    • A Bachelor’s Degree in a related discipline. Three to five years of experience in the Federal proposal industry may be substituted for a Bachelor’s Degree.
    • Mature judgment and ability to work with little or no supervision.
    • Familiarity with financial and project management principles
    • Communication and negotiation abilities
    • Thoroughness and reliability
    • Excellent organizational skills

     PREFERRED EDUCATION AND EXPERIENCE

    • Understanding of Government contracts, correspondence, reports, and records.
    • Knowledge of contract types including FFP, CPFF, CPAF, and T&M
    • Familiarity with Government Cost Accounting Principles and the FAR.
