Job responsibilities include: Provide economic and fiscal analysis of taxes, revenues, or other fiscal or economic issues affecting state or local government Manages fiscal impact analysis for assigned tax policy or economic areas Designs and conducts complex interpretation and analysis of legislation impacting state and local expenditures and revenues to determine the fiscal impact using reliable data sources Provides guidance to state agency and legislative staff on fiscal analyses of proposed legislation Prepares impact statements, letters, and presentations to convey analysis and conclusions in a clear and concise manner and without bias Provides support and guidance to agency leadership in assigned area(s) Conducts specialized research on economic, financial, and tax issues Performs ad hoc analysis for management and executive/legislative staff as requested while ensuring that accurate data is used, recommendations are based on sound reasoning, and requested time lines are met Assists the agency in monitoring revenue trends and the economy Attends legislative and public meetings for assigned subject/program area(s) Provides expert, professional input on economic/tax matters to executive and legislative staff, state agencies, and other customers regarding assigned area(s) Minimum and Additional Requirements A bachelor's degree in economics or related field and minimum of 3 years relevant economic research and analytical work experience. Advanced degree in economics or related field and one year of research and analytical work experience may be substituted Excellent written and oral communication skills are required Proficiency in Microsoft Excel and Word is required Occasional late night and/or weekend work during legislative session or other peak times may be required Preferred Qualifications Advanced degree in economics or related field and one year of relevant economic research and analytical experience strongly preferred Thorough knowledge of economic principals, quantitative analysis, forecasting, and econometrics is required Ability to design research, manage projects, and work independently Ability to interpret state and federal laws and regulations, particularly tax provisions, or other complex materials Ability to provide clear and concise written analysis and oral presentations Ability to establish and maintain effective working relationships Experience in data analysis using SAS preferred Additional Comments Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience in accordance with State Human Resources Regulations to be considered for this position.
