Only current South Carolina Department of Social Services employees are eligible for this position. Under limited supervision, the Human Services Specialist II will be responsible for investigation, claim establishment, adjudication, recoupment and collection activities for all Economic Services cases in which an overpayment occurred. Manage Benefit Integrity caseload to timely establish or unfounded referrals against cases where overpayment of SNAP or TANF benefits or misuse/fraud of EBT benefits is suspected. Review referrals, analyzes case records, conducts interviews with clients, witnesses and collateral contacts to obtain thorough evidence to document the existence /non-existence of an overpayment or EBT misuse and the responsibility and classification of a claim. Monitor and completes necessary follow-up activities on established claims. Initiate collection/ recoupment of over-payments. Adjudicate intentional program violations; Represent the agency in hearings; Coordinate with the Office of Investigation and the court system to prosecute and collect restitution from fraud cases. Review, is knowledgeable of and correctly applies past and current SNAP, TANF and Benefit Integrity policies and procedures. Perform Red Cross shelter duty or other emergency shelter duty/services as directed. Minimum and Additional Requirements A High School Diploma and three (3) years' experience in Clerical, Administrative, Social Work, Correctional, Business Administration, or General Business. An Associate Degree and one (1) year experience in Clerical, Administrative, Social Work, Correctional, Business Administration, or General Business. Or an equivalent combination of education and experience as approved by the Division of State Human Resources. Preferred Qualifications The employee must have a knowledge and understanding of past and present policy. Working knowledge of fact-gathering methods and interviewing techniques. Working knowledge of state and federal laws and regulations relative to the area of responsibility. Ability to effectively communicate both orally and in writing. Ability to understand the needs, problems and attitudes of recipients.
