    POSITION SUMMARY:  The New York City Department of Education (DOE) is the largest school system in the nation, with nearly 1.1 million students, 135,000 employees, including nearly 80,000 teachers, and an annual budget of $24.0B+.     As part of the DOE’s Division of Human Capital (DHC), the Office of Talent Management and Innovation (TMI) is responsible for strategic assignment, development, and evaluation of displaced personnel that support the onboarding of employees in excess into funded positions. The TMI team provides in-depth analysis to support the crafting and implementation of systemic policies to support reduction of the Absent Teacher Reserve (ATR), hiring of employees in excess as a result of “Out of Time” agreements, and permanent placement of Hardship Transfers. __ __

    The ATR Unit Senior Research Manager plays an integral role conducting statistical analysis on human capital data to drive policy decisions around the development of metrics, systems, and tools for DHC. Performs related work.

     

    REPORTS TO:  Executive Director, Talent Management and Innovation

     

    DIRECT REPORTS:  N/A

     

    KEY RELATIONSHIPS: Works closely with the Talent Managers, borough-based Office Supervisors, school-based Investigators, and support staff in the Office of Talent Management and Innovation.  Regular and sustained work with leaders throughout the Office of Teacher Effectiveness, Office of Teacher Recruitment and Quality (TRQ), Office of Talent Research and Data (ORD), Division of Instructional and Information Technology (DIIT), Galaxy, and the Office of Legal Services (OLS).

     

    RESPONSIBILITIES

     

    • Conduct quantitative data analyses through the use of both descriptive statistics as well as more advanced statistical modeling for requests received by TMI.
    • Support the design and conduct analyses to drive how human capital decisions can positively impact student outcomes. Guide the Senior Advisor to the Chancellor on potential outcomes and provide key strategy and policy recommendations.
    • Develop sophisticated interpretations of data analyses and use these interpretations to identify actionable policy recommendations.
    • Propose systems changes based on results of data analysis, e.g., retention data and human capital data reporting processes.
    • Create confidential, highly sensitive reports, e.g., tenure, performance ratings, behavior and conduct, and hiring data.
    • Support the management of vendor relationships, assisting in the creation and implementation of work plans and providing critical input on statistical model development.
    • Partner with key central leaders in the Division of Instructional and Information Technology (DIIT), Galaxy, and other offices to support the management of the school-based Measures of Teaching Practice by which schools are bound to permanently hire Highly-Effective, Effective, and Satisfactory
    • Design and run both ad hoc and regular reports to meet a variety of needs for the Senior Advisor to the Chancellor for Talent Management and Innovation as well as other senior leaders in central DOE offices; serve as expert in data analysis and interpretation.
    • Collect, organize, and manage employee data from sources across the DOE for use in data reporting and policy evaluation. Interpret data to support DOE policy initiatives and process design.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
    2. A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
    3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
    4. Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

    • Minimum two (2) years data analysis experience, including management of a research group or project. Ability to perform independent, original research.
    • Ability to develop thoughtful and creative approaches for addressing a wide range of analytic questions.
    • Excellent analytical skills and experience gathering, analyzing, and interpreting data.
    • Ability to develop concise and powerful policy summaries and presentations for internal and external leadership audiences.
    • Ability to work effectively with diverse groups in a fast-paced, deadline-driven environment.

     

    PREFERRED

     

    • Master’s degree in Statistics, Information Systems, Econometrics, Mathematics, or related field.
    • Proficiency with SAS, SQL, Stata, R, or other statistical/data management programming languages.
    • Familiarity with a wide range of analytical and presentation tools.
    • Experience with work product synthesizing and ability to present complex information and compelling ideas to a wide variety of audiences.
    • Excellent written and spoken communication and presentation skills, including public speaking.
    • Excellent interpersonal skills in dealing with education and non-education personnel, internal and external to the DOE.
    • Experience, or working knowledge of the public sector and/or demonstrated interest in public education.
    • Willingness to work beyond the boundaries of the job description to contribute to a powerful team committed to a new future for urban education.
    • Highly proficient in Microsoft Excel, Microsoft Word, PowerPoint, and Access, including the design of complex reports and queries.

     

    SALARY: $94,146+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

  • Qualifications
    • Bachelor degree in Business, Packaging, Industrial, or Mechanical Engineering and 6-8 years of relevant work experience.
    • Requires a solid understanding in the areas of Design, Print and Packaging, Supply Chain Management and Logistics processes.  Must have experience in Graphic Packaging Engineering. 
    • Project management experience required.
    • Ability to apply broad work experience and knowledge when analyzing complex problems.  Must be able consistently identify critical elements, variables and alternatives to develop solutions. 
    • Ability to organize and prioritize existing resources and incorporate new information, as needed, to implement the most effective solutions. Must be able to multi-task.
    • Strong communication skills both written and verbal. Must have the ability to modify communication style both formal and informal to match the appropriate level of the audience targeted. 
    • Requires excellent business acumen and collaborative skills.
    • Proven experience and ability to work with cross-functional, cross-divisional and international teams with specific emphasis on China based manufacturing.
    • Must have experience working with Fortune 100 customers.
    • Ability to work independently and a flex schedule to support the business and account requirements of customers and team members located in Europe and Asia.
    • International Travel Required up to 25%.
    • Fluent in English and Chinese preferred.
