PATH seeks a Chief of Party (COP) for the upcoming multi-year USAID-funded “Multi-Sectoral Nutrition Activity” (MSNA) in Ethiopia. The MSNA will support the Government of Ethiopia and other key stakeholders to strengthen nutrition outcomes through multi-sectoral approaches and coordination.

Since 2007, PATH has collaborated with Ethiopia’s Federal Ministry of Health, community groups, and other partners to strengthen the country’s public health systems and address the most pressing health threats. We implement high-impact, evidence-based, sustainable programs to support those most at risk.
The COP will have primary responsibility for liaising with USAID and other stakeholders in Ethiopia. They will provide leadership and management for the project, providing the technical vision and approach and managing the project team and consortium members. They will ensure the project complies with award terms and conditions, USAID policies and regulations, and systems are in place to mitigate risk of fraud, waste, and abuse. The COP will make sure the project is well linked and coordinated with other USAID projects in the country as required. They will make sure that project achieves results, including deliverables, in an effective and compliant manner.
Position is contingent upon award to PATH.
SPECIFIC RESPONSIBILITIES:
- Be responsible for the strategic direction, overall leadership, and management of the project and serve as main contact point for the project.
- Provide programmatic, administrative, operational, procurement, and financial leadership and management in line with national and international standards.
- Provide technical leadership and ensure that program quality is aligned with national priorities and global best practices in nutrition.
- Represent the project and the project consortium and build a productive relationship with USAID, partners, national government, and other relevant civil society and non-governmental organizations.
- Build trust and relationships with government and federal and regional levels and other stakeholders to ensure local ownership, buy-in, and sustainability.
- Supervise project technical staff, including the Deputy Chief of Party, and technical line managers, ensuring that they are successfully managing project activities and achieving deliverables.
- Oversee and guide annual project work planning, budgeting, and periodic reporting.
- Oversee compliance with USAID regulations and PATH policies and systems.
- Oversee the design of project monitoring, evaluation & learning (MEL) systems and regular project evaluations to assess progress and recommend solutions.
- Mentor program staff and partners with a focus on diversity, equity, and inclusivity.
- Represent the project at periodic meetings with stakeholders to report on planned activities and actions, including implementation status.

Required Experience
REQUIRED EXPERIENCE:
- Medical Degree and Masters or higher in relevant field (e.g., nutrition, health, sociology, economics, or public health).
- At least fifteen (15) years of experience in managing multi-million dollar programs of similar scope in developing countries, including experience and technical knowledge in nutrition.
- Demonstrated understanding of USAID’s multi-sectoral nutrition and relevant systems- strengthening approaches.
- At least five (5) years of experience (out of 15 years) should be as a COP or senior field management level with USAID projects.
- Demonstrated ability to work with USAID, implementing partners, institutions at the national and regional level, local nongovernmental organizations, and community-based organizations and structures.
- Experience starting up a large, complex USAID-funded project.
- Demonstrated leadership, organizational development, partnership building and management, team-building, mentoring, and communication skills.
- Demonstrated flexibility, adaptability, and ability to perform and collaborate in complex and politically sensitive project environments.
- Ability to develop and maintain strong relationships with government and civil society stakeholders in Ethiopia. Demonstrated ability to work in complex and rapidly changing environments across multiple cultures, as well as management of diverse teams located in multiple geographic areas.
- Strong knowledge of, and commitment to social equity and inclusion issues in health and nutrition.
- Experience working in Ethiopia and successful experience working with the government of Ethiopia.
- Knowledge of the Ethiopian health system, principal actors in nutrition-related sectors, health and nutrition priorities, and culture essential.
- Proven track record of programmatic accomplishment, professional achievement, and management competence preferably on USAID projects.
- In depth knowledge of developing country government systems and procedures for managing complex programs with many sites and partners are mandatory. Experience and skills to manage subcontracts/agreements, including to ensure quality and timeliness of partners,
- Ability to represent the project in international and domestic for a, including the ability to ensure communication of project results through journal articles, reports, and/or other means.
- Professional level of oral and written fluency in English language.
- Excellent written and oral communications skills in English required.
- Available to travel within the country as needed, with occasional international travel.
