    PATH has an office established in Myanmar in late 2013. The PATH Myanmar Country Program is currently implementing a broad portfolio of activities on a range of health issues, including infectious diseases, nutrition, vaccines and immunization systems strengthening, digital health and sexual and reproductive health.

     

    PATH is seeking a Consultant for a technical writer working under Digital Square.

    Digital Square works in three key ways:

     

    1. CO-INVESTMENT: Digital Square coordinates investments in digital health to maximize the impact of every dollar spent.
    2. GLOBAL GOODS: Digital Square scales tools and technologies that can be adapted to different countries and contexts.
    3. DIGITAL MARKET READINESS: Digital Square creates digital market readiness by building capacity with governments, local technology developers, and health workers.

     

    PROJECT INFORMATION

     

    Digital Square and its donors are working to understand digital technology’s potential to promote generational change in data collection and use in malaria programming and case management. Many countries and national malaria control programs are utilizing digital technologies in many aspects of their programs. To date there is little guidance regarding best practices for implementation of programs that incorporate digital technologies.

    Digital Square is supporting a digital community health initiative funded by the US President’s Malaria Initiative (PMI) to support the expanded use of digital technologies to enable the increased impact of malaria programming down to the community level, where appropriate. PATH’s Digital Square project implemented the first two phases of this initiative. It began with an Ecosystem Assessment of Digital Community Health and malaria and resulted in an in-depth Country Profile for each of PMI’s 27 focus countries, including Myanmar. The Myanmar Country Profile elucidates the primary aspects of malaria case management, community health worker capacity, governance framework, and IT infrastructure and systems in place to support malaria and febrile illness management. Drawing from Key Informant Interviews (KIIs) and workshop discussions with the PMI and other stakeholders, the country profiles include recommended actions to support an implementation strategy for each country. Myanmar is one of the countries to be approved for the phase 3 implementation.

    The consultant will provide technical assistance in developing a draft roadmap for transitioning from paper-based to digital reporting and undertaking a holistic SWOT analysis, functional assessment from an end-user and program standpoint on existing digital tools (MCBRS and ODK). The consultant will help with the stakeholder consultation process, including but not limited to secondary review of literature, landscaping, interview notes, and small ad hoc tasks.

     

    DUTIES AND RESPONSIBILITIES

     

    • Lead the process for writing a draft roadmap and a thorough analysis report of existing digital tools, including gathering inputs from PATH, external stakeholders, and partners, preparing drafts, and incorporating reviewer comments.
    • Work with the Project Lead and Digital Health Lead (PATH HQ) to review available material, complete the final report, and identify the critical report themes as part of report development.
    • Review available background documents and information, including interview notes, program material, survey data, etc., to map and assess the report requirements.
    • Undertake necessary secondary research for additional information in consultation and support from the project team, specifically digital landscaping for the project and geography.
    • Support stakeholder consultation processes, including interviews, workshops, etc., including documenting and compiling meeting notes in pre-defined formats.
    • Develop insights based on the data points and information in the public domain, interview notes (for already completed and upcoming discussions), government policies, program guidelines, published studies, and various survey reports.
    • Complete provided templates and formats for various documents such as reports, meeting notes, and presentations.

     

     

     

    Required Skills Required Experience

     

     

     

    EDUCATIONAL QUALIFICATIONS AND EXPERIENCE

     

    • Graduate / postgraduate degree, preferably MPH or MBA with three to five years of experience.
    • Experience of working in the digital health space in a technical role.
    • Experience in writing reports, technical proposals, and process documentation in the public and digital health sectors is preferred.
    • Proven experience of quality writing and presentation.

     

     

    KEY COMPETENCIES, SKILLS, AND ATTRIBUTES

     

    • Good understanding of digital concepts and digital health space.
    • Excellent English language writing and oral communication skills, effectively presenting complex ideas to diverse audiences.
    • Ability to take input from multiple sources, work with the project team to resolve differences, and write a project report in one voice.
    • Ability to coordinate and work with a multidisciplinary team, including excellent interpersonal and problem-solving skills.
    • Ability to manage multiple demands and manage shifting priorities under tight deadlines.
    • Knowledge of basic quantitative and qualitative research methods.
    • Good command of the MS Word suite, specifically Word, Excel and Powerpoint.
