    International development and global health represent one of the greatest opportunities for the impact of digital technologies on a global scale. New technologies, approaches and tools are emerging daily, unfortunately into a fragmented and immature digital health market landscape that currently limits their promise to transform country health systems and accelerate and amplify progress towards national and global health goals.

     

    The Center of Digital and Data Excellence (CoDE) is working on a project funded by the Centers for Disease Control and Prevention, to develop, implement, use, and evaluate interoperable health information systems to achieve HIV/AIDS and TB epidemic control through improved health informatics policy, governance, workforce capacity, and systems under PEPFAR.

     

    Under this award, PATH is working with CDC’s Health Informatics Team (HIT)  implement several organizational objectives, one of which is the establishment of the necessary policy, governance, and standards frameworks needed to support development of e-Health strategies, information systems, electronic health information exchange (HIE)s, and human resources for health. The HIT Technical Assistance Platform (TAP) project is a step towards achieving a digital public health future.

     

    PATH seeks an in-country coordinator in the Democratic Republic of the Congo (DRC) to support the CDC country office and the three implementing partners in overseeing and coordinating activities under the TAP project. This person will organize, coordinate, manage and document work done under the TAP project funded by NOFO GH20-2036. The TAP in-country coordinator will also work in close collaboration with CDC’s in-country HIS partner to deliver on the TAP project activities.

    RESPONSIBILITIES:

     

     

    TAP ICC ACTIVITY 1: Develop TAP DRC country roadmap and work plan in close collaboration with CDC country office and in-country HIS implementing partner.

    • Gather information about local HIS landscape and important connections for TAP project implementation, including national HIS landscape, PEPFAR HIS investments, CDC HIS activities and priorities, and local partnerships.
    • Work with the CDC country office to map in-country work plan activities to TAP work plans.
    • Develop a plan for leveraging TAP artifacts with country HIS leadership and critical stakeholder approvals.
    • Lead work plan refinement and detailing process for DRC TAP implementation efforts, working closely with CDC DRC.
    • Monitor and follow up on country-specific TAP activities to ensure goals are met in a timely manner.
    • Document project progress in TAP Sandbox (built on Notion).

     

    TAP ICC ACTIVITY 2: Assist CDC country office to identify and analyze project-specific issues or concerns and their impact on operations; work with implementing partners, CDC HQ, and CDC country offices on solutions.

     

    TAP ICC ACTIVITY 3: Work with CDC country office to develop and finalize a draft plan for coordination of HQ and in-country implementing partners by establishing communication with key points of contact for in-country implementing partners.

    • Serve as a liaison between the HQ and in-country implementing partners, CDC HQ and country offices, and other stakeholder groups.
    • Work with CDC country office to ensure alignment and coordination among in-country and HQ implementing partners.

     

    TAP ICC ACTIVITY 4: Prepare, facilitate, and attend TAP meetings and working sessions.

    • Establish recurring TAP DRC coordination meetings as required.
    • Manage scheduling and meeting invitations, solicit agenda items in advance of each meeting, and circulate agenda and any pre-read materials in advance of the meeting.
    • Collate progress updates and key challenges into slides using TAP-branded slide deck template; routinely present these slides during regular TAP DRC coordination meetings.
    • Record the call (with permission from call attendees); take/prepare meeting notes; document key decisions, questions and responses, decisions made, action items, and next steps and circulate among meeting invitees.
    • Track/follow up on action items.
    • Capture and organize meeting materials (agendas, recordings, slide decks, notes, etc.) using the TAP Sandbox (built on Notion).

     

    TAP ICC ACTIVITY 5: Assist with the compilation and submission of country products to inform TAP.

    • Organize and document the digital location of critical CDC country office documents relevant to TAP, any TAP documentation developed in-country, and TAP documentation provided by CDC HQ.
    • Respond to ad-hoc requests for information about country activities.
    • Facilitate/secure approvals and permissions from country stakeholders (CDC, government, etc.)
    • Provide feedback to CDC HQ based on country adaptation of TAP products to inform potential enhancements to generic TAP products.

     

    TAP ICC ACTIVITY 6: Provide technical assistance and coordination support for country-specific TAP activities as identified by CDC country office and CDC HQ, based on country-specific implementation needs.

    • Support adaptation and implementation of TAP products and provide related technical assistance as needed.
    • Coordinate, participate in, and support technical discussions and key stakeholder engagements.
    • Learn about country needs, identify TAP products to adapt and implement, and articulate needs to relevant TAP stakeholders.

     

    ADDITIONAL RESPONSIBILITIES:

    • Contribute to TAP monitoring and evaluation activities.
    • Actively participate in ICC work group to share information, exchange ideas, and identify best practices among other TAP ICCs.
    • Develop and/or contribute to technical documentation as requested.
    • Disseminate knowledge and provide training to in-country stakeholders.
    • Attend regular TAP meetings as relevant.
    • Receive ad hoc requests for country-specific project and partner coordination activities, and discuss these requests with PATH, CDC DRC, and CDC Atlanta to determine how to address.
    • Perform other tasks as requested by the CDC country office in alignment with TAP scope.

     

     

    Required Skills Required Experience

     

     

    • Minimum of a master’s degree in relevant fields of public health, health informatics, engineering, social sciences etc. or equivalent work experience.
    • Mid-level professional with at least 5 years of IT and/or digital health information systems project management experience.
    • Familiarity and/or experience with PEPFAR-funded or other international public health initiatives.
    • Familiarity and/or experience with informatics/software development projects, activities, terminology, and practices.
    • Experience with PM solution for monitoring and managing project execution, critical path activities, and interdependencies across multiple partners and countries
    • Ability and commitment to inform appropriate persons/organizations of potential or existing risks/problems
    • Experience working on digital health projects that supported the National AIDS Control Program highly desirable.
    • Experience with informatics/software system projects, activities, terminology, and practices
    • Good communication skills in a cross-organizational environment and ability to use tact and diplomacy in solving problems
    • Passion for PATH’s mission, as well as for broader global issues of public health, information systems, technology, and international development
    • Ability to use MS Office suite, particularly MS Word, Excel, and PowerPoint.
    • ABILITY TO WORK (LISTEN, SPEAK, READ, AND WRITE) IN BOTH ENGLISH AND FRENCH REQUIRED.

    REQUIREMENTS

    • Bachelor's degree in Business, Human Resource Management, or equivalent experience.
    • 4+ years recruitment experience; advertising/marketing recruitment experience strongly preferred.
    • Knowledge of Human Resource laws and regulations as they apply to recruitment.
    • Experience in working with retail clients.
