Major Duties (Job Description)
- You will serve as a Business Financial Manager (BFM) in support of Program Executive Office (PEO) Command, Control, Communications, Computers and Intelligence (C4I).
- You will conduct business opportunity analysis; plan and implement the internal program management analysis and cost reduction awareness principles.
- You will perform program reviews in order to provide top management with current and comprehensive evaluations of the financial execution performance of designated programs against approved plans, objectives, schedule and resource expenditures.
- You will prepare and present recommendations and solutions based on analysis and evaluations.
- You will coordinate financial planning and execution to ensure cost estimate realism, adequate program funding, cost performance analysis, financial control, and contract planning management.
- You will be responsible for developing estimates, providing Plan of Action and Milestones (POAandM) and associated financial management guidance to the Program Manager.
- You will be responsible for interpreting information from financial transactions (i.e., funding document, contracts) and contracting methods to ensure programmatic obligations and expenditures are within targets.
- You will be responsible for preparing and presenting budget submissions, reclamas and impact statements.
- You will be responsible for carrying out financial best practices to include financial analysis, budget preparation, execution and financial reconciliation.
- You will interpret and analyze financial data, identify solutions, and implement plans of action to solve problems.
Qualification Summary
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or DP-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge of and experience with interpretation of financial management regulations and policies, contract provisions, guidance issued from PEO and higher authority; influence mission decisions impacted by funding, resources, or other conflicting commitments; coordination of budget, resourcing, and constant support services missions.
