    We are looking for a highly motivated individual to fill the CalGEM Permit Assurance Advisor role on our Environmental, Health & Safety Team located in Bakersfield, California. This position reports directly to our Environmental Manager. As a CalGEM Permit Assurance Advisor you will support Aera’s environmental compliance assurance to enable long-term oil production.

     

    ROLES AND RESPONSIBILITIES

    • Auditing and compliance assurance of CalGEM and Kern County Oil and Gas Ordinance (KCOGO) regulations
    • Ownership of CalGEM (Non-UIC) and KCOGO auditing programs
    • Work closely with Government Affairs on emerging non-UIC CalGEM regulations and communicate changes across the organization to ensure regulatory assurance.
    • Provide CalGEM (Non-UIC) and KCOGO regulatory interpretations and collaborate with team members across Aera to ensure compliance with these interpretations.
    • Serve as CalGEM liaison for notices of violation (NOVs)
      • Manage receipt and distribution process
      • Manage submittal of corrective action documentation
      • KPI tracking
        • Leading/Lagging indicators
      • Assist operations with:
        • Appeals to CalGEM for erroneous violations
        • RCFA determination and submittals
    • Assist in developing CEQA Permitting strategies across Aera in support of obtaining CalGEM permit approvals.
    • Support Aera teams by holding safety and environment as the highest priority
    • Maintain leading and lagging measures for CalGEM and KCOGO compliance performance to drive compliance assurance across the organization.
    • Provide training to process teams and contractor workforce as necessary
    • Legal and litigation support point contact, as applicable
    • Ability to frequently work in an outdoor field environment
    • Ability to wear personal protective equipment when required

    Required Skills

    • Developed knowledge of CalGEM regulations.

    • Strong demonstrated ability to interpret regulations and develop internal plans/guidance documents to communicate compliance requirements and drive compliance assurance across the organization.

    • Ability to see the big picture – how changing requirements impact all assets and leading strategy development teams to tackle ever-changing regulatory environment.

    • Basic understanding of the CEQA process

    • Basic understanding of oilfield surface/subsurface construction activities and processes

    • Strong knowledge of problem-solving tools and techniques and incident investigation skills

    • The ability to work closely and effectively with suppliers and Aera personnel to plan and execute work processes and deliver projects on schedule and within budget while complying with all environmental regulations

    • Strong computer skills (MS Office, SAP, Tableau, EBS, WellStar, Aera systems)

    • Ability to make decisions in a changing environment and anticipate future needs

    • Strong practical experience with problem solving tools and techniques.

    • Strong demonstrated ability to work closely and effectively with internal teams and external stakeholders, such as regulatory agency personnel.

    Required Experience

    • Minimum of 7 years of work experience related to oil and gas production
    • CalGEM Permitting and/or Compliance Assurance
    • A general understanding of CEQA
    • In depth knowledge of oil and gas industry operations
    • Bachelor of Science in Environmental, Engineering, or related field
