AFRL is responsible for executing Air Force strategic development planning and leading operational experimentation to support the SECAF & CSAF in strategic decisions meeting current and future AF needs. As a key strategic financial specialist, this position will look at integrating and streamlining business practices across AFRL, to provide full life-cycle decision support across Planning, Programming, Budgeting, and Execution (PPBE).
Position duties include but are not limited to:
- Develops & evaluates alternatives, defines the approach, conducts the analysis, & documents findings.
- Provides guidance & support to team, performing in-depth research, interpretation & analysis of laws, policies & regulations.
- Support teams in all aspects of DoD PPBE programs.
- Supports team attendance in professional & leadership training.
- Reinforces concepts, procedures & processes required to support AFRL projects & programs .
- Leads implementation of leadership-supported or approved FM policies & procedures on all matters relating to programming, cost, budgeting, forecasting, information collection, & status of funds.
- Presents changes to leadership & leads the implementation process for refining procedures.
- Works with leadership to develop clear objectives & common taxonomy.
- Influences research & analysis efforts related to budget formulation & execution, financial analysis, governance, operations, cost analysis, accounting, & prog control.
- Supports programs across multiple organizations if required.
- Assists in the development & leads the implementation of efforts to improve analytical & estimating methods, assessment of schedules & performance of integrated risk management.

Required Qualifications
- United States Citizenship
- Males must be registered for Selective Service. See www.sss.gov.
- Must meet specialized experience at the next lower grade level of the position or equivalent in the Federal system.
- The employee must obtain and maintain the appropriate security clearance for the position.
- This position may be APDP coded position.
- The position may require Financial Management certification.
- The incumbent of this position may be required to file annual financial disclosures to ensure there are no conflicts of interest in the performance of these duties.
- PCS Assistance may be authorized
Desired Qualifications
- Knowledge of AFMC's structure and AFRL knowledge is helpful.
- Works with higher leadership on a consistent basis.
- Technical and financial management knowledge, including the ability to use financial models and effectively communicate data and results.
- Knowledge/experience; financial management concepts, principles, practices, laws, and regulations.
- Experience in building program plans and budget justification products.
- Experience with solving complex issues which span multiple internal and external organizations.
