    Contract Solution Specialist (Non-Civil Service) Salary $45,638.00 - $86,581.00 Annually Location Downtown Dallas, TX Job Type Full-time Department Management Services Job Number HRNCS-CONSOLSP-MGT Closing 8/19/2018 11:59 PM Central Position Purpose Responsible for providing administrative services for assigned homeless contracts, special projects, and initiatives in the City of Dallas. Essential Functions Provides program and fiscal year planning, monitoring, evaluating, negotiating and drafting contract documents for proposal request, grants and reports. Tracks data related system performance measures and utilize best practices and other data sources to develop system recommendations. Participates in internal and external audit activities that focuses on alignment, integration, enhancement, and improvement of services and processes. Evaluates, analyzes, and audits non-compliance issues and ensure all programs are being administered in the system appropriately. Cultivates expertise on assigned target populations/systems, current services and key resources. Serves as a representative of the City to various entities and organizations that work to intervene and prevent homelessness and other related issues. Convenes and encourages collaboration between service providers to strengthen coordination and improve system outcomes. Reviews contract budgets to confirm eligibility costs and alignment with programmatic expectations. Evaluates subcontractor reports and provide technical/ fiscal assistance when necessary. Develops, submits and present reports to senior level staff and stakeholders. Regular, reliable and punctual attendance is an essential function of the job. Minimum Qualifications Bachelor's degree required. Will substitute 3 years of experience for the degree Knowledge, Skills & Abilities Knowledge of local, state, and federal laws and regulations relevant to the operational unit or functional program and the principles and practices of public administration and management. Ability to evaluate and analyze data. Ability to establish and maintain an effective working relationship with all levels of management, city officials, vendors, other government agencies, other employees and the general public. Ability to effectively communicate both orally and in writing and negotiate with technical staff, consultants, contractors, governmental agencies, city management, and citizens. Certification, Registration, or Licensure May be required to be certified, registered, or licensed in a specialty area. Working Conditions and Hazards: Work performed under normal office conditions.
