    AFWERX seeks to hire a mid-level DO-1101-02, Due Diligence Program Analyst /Acquisition Program Management Specialist in AFVentures (AFRL/RGV). AFWERX is seeking an experienced and knowledgeable Program Manager, with a strong work history of intelligence community or investigative positions, to assist the Program Lead with the execution and continuous improvement of the AFWERX Due Diligence Program. This program is tasked with identifying, evaluating, and assessing multi-factor risks (including foreign ownership, employee affiliations, patent analysis, and security practices) for small business concerns applying for AFWERX Small Business Innovation Research(SBIR) and Small Business Technology Transfer(STTR) funding.

    Position duties include, but are not limited to:

    • Program Improvement & Risk Mitigation: Identify and implement iterative improvements to the AFWERX due diligence program to assess and mitigate foreign risks to small businesses and AFWERX investment opportunities.
      Data Analysis & Collaboration: Collaborate with internal teams, external partners, and subject-matter experts to gather and analyze relevant data on foreign markets, industries, and regulatory environments.

    • Documentation & Reporting: Create necessary documents, presentations, and memoranda for record to communicate findings, provide recommendations to executive-level leadership, and archive results for potential litigation and Congressional audit purposes.

    • Risk Assessment Development: Develop and maintain risk assessment methodologies and tools to identify potential risks, vulnerabilities, and trends related to international business activities and investments.

    • Program Monitoring & Evaluation: Monitor and evaluate the effectiveness of the due diligence program using quantitative metrics, making necessary adjustments to ensure its ongoing success.

    • Roadmap Development & Tracking: Create and track progress against a program improvement roadmap, including identifying risks, roadblocks, and interdependencies.

    • Stakeholder Engagement: Establish and maintain relationships with key stakeholders, including small businesses, investors, industry experts, and government agencies.

    • Congressional Engagement: Engage with and respond to Congressional inquiries and audits.

    • Training & Education: Develop and deliver training and educational materials to enhance the understanding of foreign risks and due diligence best practices among internal and external stakeholders.

    • Compliance Oversight: Ensure compliance with relevant laws, regulations, and industry standards, including data privacy and anti-corruption requirements.

    • Senior Leadership Updates: Provide regular updates and reports to senior management on program progress, key findings, and recommendations for risk mitigation.

    • Global Monitoring: Continuously monitor global developments, industry trends, and emerging risks to inform and update the due diligence program.

    Pay Range: $74,734- $117,351 base salary without locality. The locality will be determined based on the selected candidate's geographical location at Wright-Patterson AFB, OH, Arlington, VA (Pentagon), or Los Angeles, CA.

    Required Qualifications

    • United States Citizenship.
    • Must be able to obtain and maintain a Top Secret security clearance. This is a drug testing designated position. The incumbent will be subject to random testing.
    • Applicants must have at least (1) one year of specialized experience at the next lower grade level; DR/DO-01, GS-12 or equivalent in other pay systems. Experience gained in non-federal positions will also be reviewed for specialized experience. Specialized experience is professional experience in management, business operations and planning, finance, intelligence, law enforcement investigation or related fields.
    • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). The incumbent must meet or be capable of achieving acquisition certification within the allowed grace period. Applicants must list all completed APDP certifications on their resume.
    • The incumbent of this position may be required to submit an initial and annual OGE 450 (Financial Disclosure) in accordance with Joint Ethics Regulation.
    • This position will require occasional travel to the National Capital Region, Air Force installations, and other periodic travel as necessary.

    Desired Qualifications

    • Minimum of 5 years of experience in management, business operations and planning, finance, or related fields.
    • Bachelor's degree in Business, Finance/Economics, Operations Management, a STEM field, or other related fields of study.
    • Demonstrate experience managing projects, teams, and workflows with a proven track record of delivering results on time and within budget.
    • Ability to execute and support programs requiring a wide breadth of skills, knowledge, and experience, from corporate governance, deal flow, and private investment to defense acquisition and risk analysis.
    • Familiarity with relevant laws (e.g., PL 117-183), regulations, and industry standards, including data privacy and anti-corruption requirements.
    • Background with US Intelligence Community or Law Enforcement investigations is highly desired.
    • Familiarity with the SBIR and STTR programs.
    • Experience with business intelligence and investment tools (e.g., Pitchbook, Bloomberg, Sayari, Orbis,) and familiarity with Google Cloud Platform products, ecosystem, and data products.
    • Understanding of the defense innovation partner ecosystem (e.g., DIU, NavalX, Marine Innovation Unit).
    • Proficiency in data visualization and reporting.
