Information Technology Trainee – Entry Level Position

  • Responsibilities
    • Subcontracts and Procurement
      • Solicits, Negotiates, Awards, and Administers Construction and Labor Subcontracts for the various subsidiaries of AMS.
      • Solicits and administers bid and performance bonds as required of construction subcontractors. Administers subcontractor’s Certified Payroll submissions and compliance to Wage Determinations.
      • Provide sources, and work with identified sources, during Prime Contract Bid and Proposal activities to ensure competitive, accurate, and compliant supplier proposals are provided to AMS
      • Oversees the purchase requests to ensure they are properly authorized and procure products and services for reasonable and legitimate business purposes
      • Processes Purchase Orders (when required) and ensures the most economical goods and services are obtained through competition, best value award, and negotiations.
      • Negotiates with suppliers and subcontracts as necessary.
      • Plans and manages the purchasing activities so the supplier base consists of fewest suppliers/subcontractors necessary for efficiency and best value
      • Approves, disapproves, or decertifies suppliers/subcontractors
      • Ensures all Procurement and Subcontract transactions meet legal and ethical requirements and are compliant with company policies and procedures, Federal and State laws and directives following DCAA, DCMA, FAR, DFAR, UCC, and GAP standards 
      • Recommends changes to methods, processes or systems that will provide efficiency
      • Responsible for the coordination and planning of activities connected to support customer orders and the acquisition and timely delivery of a product or service to meet Customers schedules
      • Actively participates in supplier/subcontractor problem resolution and corrective action management to support Customer contracts
      • Works with Accounts Payable on Invoice problems and resolutions for timely payment

    Required Skills

     

    • Knowledge of Federal and State procurement laws, Uniform Commercial Code (UCC), Federal Acquisition Regulation (FAR), Defense Contract Management Agency (DCMA), and Defense Contract Audit Agency (DCAA) requirements
    • Must be able to work with deadlines and coordinate activities with management
    • Must be detail oriented
    • Possess strong analytical and problem solving skills
    • Excellent oral and written communication skills and ability to handle confidential material
    • Strong computer acumen with Excel spreadsheets.

    Required Experience

    • Bachelor’s degree with major related to job functions.
    • Seven (7) years in subcontract administration related to construction industry
    • Knowledge of business law, management, accounting, and business statistics.
    • Working knowledge of Deltek Costpoint, Maximo, or similar Procurement systems.
    • Certified Purchasing Professional (CPP)
    • Certified Purchasing Professional Manager (CPPM)
    • Certified Professional Supply Manager (CPSM)
