  • Responsibilities

    Provide Earned Value Management (EVM) support to ensure integrity of the integrated cost, schedule, and work scope and accurately formulate completion cost, as well as, providing cost management support to ensure stable program life cycle estimates.

     

    • Provide cost assessments on should-cost and program/contractual documentation, as required by law and regulation
    • Facilitate the implementation of EVM
    • Ensure adequacy of Contractor/government activity baseline implementation;
    • Analyze and assess cost and schedule performance using Earned Value (EV) indicators and metrics provided on the prime and subcontractor's Integrated Program Management Report (IPMR);
    • Evaluate the Contractor's latest revised estimate (LRE) and develop government projections for Estimate at Completion (EAC);
    • Develop quick look trends analysis to include past and future performance based on EV indicators such as Cost Performance Index (CPI), Schedule Performance Index (SPI), percent schedule, percent complete, percent spent, To Complete Performance Index (TCPI), baseline execution, critical path length index, Estimate to Complete (ETC), Budget Cost Work Remaining (BCWP), and Government EAC;
    • Validate findings from EV analysis and work with the team to resolve issues;
    • Brief EV findings to PMO highlighting areas of high risk;
    • Ensure compliance of the EV portions of the Contractor IPMR deliverable to the contract data requirement, Statement of Work (SOW), and Work Breakdown Structure (WBS);
    • Support EV management systems reviews and assessments for adequacy and compliance with DoD/industry guidance/policy including systems implementation support, and recommendations for improved project management capabilities;
    • Develop, maintain, and update cost estimates such as Program Office Estimates (POEs) and should cost estimates in support of Program Objective Memorandum (POM) drills, milestone reviews, interim program review, and in response to what-if-requests;
    • Assess Contractor's cost estimates to ensure consistency with Government cost estimating procedures and validate methodology and data sources;
    • Provide sensitivity analysis, time-phasing, cost-risk analysis, and cost drivers as part of cost estimate and assessment process;
    • Brief cost findings to PMO;
    • Maintain a database of EVM analysis results, cost estimates, and assessments;
    • Support Integrated Baseline Reviews (IBRs); and
    • Support program and technical reviews using EVM/Cost methods, tools, and information, and provide EV/Cost Subject Matter Expert (SME) support in weekly PMO meetings and various working-level group meetings.

     

    DESIRED QUALIFICATIONS

    • Current American Association of Cost Engineers (AACE) Earned Value Professional (EVP) credentials, or Current AACE Certified Cost Professional (CCP) credentials or the equivalent
