    The Army Rapid Capabilities and Critical Technologies Office (RCCTO) serves to expedite critical capabilities to the field to meet Combatant Commanders’ needs. The Office enables the Army to experiment, evolve and deliver technologies in real time to address both urgent and emerging threats, while supporting acquisition reform efforts. RCCTO reports to a Board of Directors led by the Secretary of the Army, and including the Chief of Staff of the Army, Under Secretary of the Army, Vice Chief of Staff of the Army, Army Acquisition Executive, and the Commander of Army Futures Command.

     

    The Office executes rapid prototyping and initial equipping of strategically important capabilities to meet commanders’ warfighting needs, consistent with the Army’s modernization priorities. Beyond closing current capability gaps, the Office also aims to stimulate aggressive, proactive capability development and leverage disruptive technologies to meet Army strategic objectives.

     

    Within RCCTO, the Advanced Concepts and Experimentation (ACE) Project Office, mission is to rapidly develop, test, and transition advanced technologies to address high priority items from RCCTO and Army leadership. The office serves as the quick reaction cell for rigorous research and analysis, prototyping, experimentation and assessment, in order to demonstrate initial technology for larger efforts or provide a residual combat capability. ACE also acts as a portal to nationwide experts in academia, industry, start-ups and other services. By providing these principal functions, ACE enables Army leaders to make informed decisions on emerging technologies.

     

    A Project Lead within RCCTO ACE is responsible for the management and execution of various projects simultaneously. These projects cover the full spectrum of emerging technologies with projects lasting form six months to multiple years. The Project Lead is expected to perform all duties associated with project management from initialization to closeout and reports directly to the Deputy Director of the ACE Project Office.

     

    • Reports directly to the RCCTO ACE Deputy Director and Chief Scientist.
    • Maintains responsibility and performs oversight (cost, schedule, and performance) for the assigned project.
    • Leads project reviews/evaluations and serves as a single point of contact and resource to stakeholders and industry partners.
    • Develops and maintains productive partnerships with project stakeholders, RCCTO staff, and enabling partners (I.e. Military and national range staff).
    • Confers with key representatives from outside departments/agencies/industry to obtain information and data concerning assigned projects.
    • Coordinates and integrates functional needs of assigned projects (i.e., contracting, planning, designing, cost engineering, resourcing, testing, integration, fielding, etc.).
    • Controls and manages project milestones, schedules, risks, and will be responsible for successful project execution from initialization through to close-out.
    • Keeps stakeholders fully informed of project progress, issues and their resolution, and any impacts on cost/schedule/performance.
    • Performs assessments, analysis, data evaluation, and prepares both written and oral reports for a variety of activities within the scope of the assigned projects.
    • Develops and maintains a continuous liaison with RCCTO ACE Deputy Director and Chief Scientist.

     

    REQUIRED TRAVELS: 25%

     

    DESIRED QUALIFICATIONS

    • Five to ten (5-10) years of overall project management experience relating to DoD.

    • Active TS/SCI

    • Relevant experience with RCCTO or similar Army project office

    Required Skills

    • Bachelor’s degree in a Business/Program Management related field or a Science & Technology related STEM field.
    • Proficient in managing multiple projects simultaneously.
    • Excellent communication, organization, and interpersonal skills.
    • Ability to establish and maintain relationships with key individuals/groups outside immediate work unit.
    • Accustomed to briefing senior leadership at the GO level.
    • Ability to forecast long-term resource requirements.
    • Ability to identify problems and develop innovative solutions.
    • Ability to take the initiative on customer support.
    • Ability to work in dynamic environment
    • Proficiency in MS Office

    Required Experience

    • At least three (3) years of DoD acquisition (contracting, program management, testing, sustainment, engineering) experience.
    • At least three (3) years of overall project management experience.
    • Active Secret clearance with ability to obtain TS/SCI.
