    TITLE:                      Program Specialist II – Charter Grant Program

    POSITION NO:     P03481

    SECTION:               Department of Education/Independent Education & Parental Choice

    HIRING SALARY:  $38,500 annually (non-negotiable)    

    HOURS:                    8:00 A.M. – 5:00 P.M., Monday ‑ Friday

    MAJOR FUNCTION: The Program Specialist II is a position housed in the Florida Department of Education; funded by the federal Charter Schools Program (CSP) grant. The Program Specialist II reports directly to the Grant Director and is responsible for the following:

    • Initiating the review process of grant applications for new charter schools to ensure all applications meet federal and state statutory requirements.
    • Tracking ongoing budget reviews of grant recipients and keeping records of the budget amendment approval and denial process.
    • Provide technical assistance to grant sub-recipients and charter school district contacts, both verbally and written, regarding the grant requirements and allowable expenditures.
    • Review and approve subgrantees’ required documents and reporting requirements to ensure compliance with grant requirements and restrictions.
    • Assist with projects as assigned by the Grant Director and/or Charter Director.

    This position plays an important role in ensuring all grant projects and their related activities are compliant with federal and state requirements. Minimum travel is required.  

    MINIMUM TRAINING/EXPERIENCE: A bachelor’s degree from an accredited college or university and proficiency with Microsoft Excel is required. Previous budgeting or grant experience, or related experience is desired. 

    SUCCESSFUL APPLICANTS WILL DEMONSTRATE THE FOLLOWING: Skill in operating personal computer software: Word, Excel, Access, and Outlook. Proficiency with processing financial/budget requests. Ability to understand and apply applicable rules, regulations, policies and procedures. Ability to analyze and interpret data. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with others. The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions.  The employee must interact courteously with others and deal effectively with a wide variety of people. The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.
