THIS POSITION IS OPEN TO ALL APPLICANTS GN Salary Grade: GN14 Recruitment Range: $51,895-$70,058 Location: Raleigh NC Division Information: The Division of Water Resources' mission is to protect the state's water supplies and foster stewardship of this natural resource for use by current and future generations of citizens. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Protection, Animal and Coal Ash Operations; and Water Planning. This goal is achieved through providing technical assistance and consultative services; establishing water quality standards and classifications; permitting regulated entities; certifying water treatment plant operators and wastewater operators; performing inspections and compliance activities; performing laboratory analysis and testing; and providing educational outreach and training. Branch Information: This position is in the Animal Feeding Operations and Groundwater Protection Section (AFOGPS) of the DWR. AFOGPS primarily focuses on the following program areas: animal feeding operations; underground injection control rules and well construction rules; oversight of groundwater incident management activities; and the provision of customer service and technical assistance to the general public, industry, and government agencies. Staff is responsible for permit actions for these program areas to include development of general permits or permit template language; permit application reviews and permit issuance; certification and/or authorizations; determination of the compliance status of permitted and regulated activities; the initiation of enforcement actions and legal orders; the evaluation of groundwater and surface water impacts and emergencies; and the implementation of new programs. Position Information: This position is physically located at 512 N. Salisbury St., Raleigh, North Carolina. This position is responsible for providing technical expertise and assistance to the Animal Feeding Operations (AFO) supervisor for the State and NPDES general and individual permitting programs for agricultural operations in the state. Due to the recent Executive Order 80, which partly addresses transition to a clean energy economy, the Department has placed more emphasis on waste-to-energy projects. While the employee will normally provides a detailed technical engineering review of all new, modified and renewed animal waste management systems, which includes innovative animal waste technologies, reviews will also include or waste-to-energy systems, such as biogas, that may be submitted for new or expanding swine operations. The engineering review shall include a detailed engineering review of plans, specifications and calculations, as well as, soil evaluations, agronomic evaluations, and hydrogeologic reports. The employee will provide technical assistance to address proper beneficial use of animal waste on the sites proposed (or existing) for intensive land application activities and ensure that the permits incorporate limitations and management strategies to protect these resources. Reviews must also be conducted of sites submitted for permitting of existing operations that are found to be in noncompliance with the regulations and statutes or have caused environmental harm as a result of failure to properly construct, operate or maintain an animal waste management system. This employee will assist in the development of the requirements that the regulated community must follow to protect water quality and the environment. Also, this position is responsible for the continuing educations and technical assistance of Division staff involved in the animal program. Engineering Intern - A person who complies with the requirements for education, experience and character, and has successfully passed the fundamentals of Engineering (FE) exam.** Interviewed candidates may be required to complete a skills assessment.
