If so, the Department of State Treasurer's Fiscal Management section in the State and Local Government Division has an opportunity for you. The Fiscal Management Section monitors the financial condition and fiscal operations of more than 1300 local governmental units, public authorities, and charter schools in North Carolina to ensure compliance with North Carolina statutes and maintenance of sound financial condition. The Fiscal Management Section provides consulting services to guide and support local governments in their fiscal operations. The Department of State Treasurer's campus is located off Atlantic Avenue, is surrounded by many shopping centers and food restaurants, has a 24-hour 7-day a week free gym on the campus, offers a competitive benefit package, and has free employee parking. PRIMARY PURPOSE OF THE POSITION This accountant will: * provide consulting services to local governments regarding financial health and best fiscal practices * assist local governments and public authorities in complying with the Local Government Budget and Fiscal Control Act and analyze GAAP financial statements, especially with respect to changes required by the implementation of new governmental accounting standards * review statements for compliance with Federal and State requirements * assist with developing and maintaining written guidance including illustrative financial statements * limited travel and public speaking within the State is necessary Knowledge, Skills and Abilities / Competencies * thorough knowledge of generally accepted accounting principles and their application to governmental accounting * thorough knowledge of applicable information technology to perform accounting duties. * ability to compile, monitor, examine, and analyze moderately complex financial statements/reports/accounts for accuracy, integrity, and conformance to generally accepted accounting principles and best practices. Some of the complex financial issues that may be encountered include (but are not limited to) implementation of new GASB standards, accounting for debt refunds, interest rate swaps, sale or decommissioning of assets, cost allocations, grant accounting, and budgetary accounting.
