ABOUT THE POSITION

The Colorado River Programs Department is responsible for conducting modeling and analysis to identify risks and vulnerabilities to CAP’s Colorado River supply as well as proposing, developing, and implementing programs and policies to address identified risks and vulnerabilities to the CAP water supply. Programs and policies include coordination and collaboration through intra-state, interstate, and international engagement. Staff represent Central Arizona Water Conservation District (CAWCD) in working with stakeholders including negotiating with intra-state, interstate and international parties as well as providing technical analysis and recommendations to CAWCD leadership and the CAWCD Board of Directors.

As a Planning Analyst II in this department, you would research, conduct modeling and analyze climate and water resource data to support CAP strategic Colorado River water resource management; implement related CAP policies and strategies; support other CAP departments and management in data acquisition and analysis; and represent CAP before local, state, interstate, regulatory and federal agencies and water providers.

Some specific responsibilities and functions include:

1. Data Acquisition. Determine information needs to support evaluation and analysis of climate change related impacts to the Colorado River system. Conduct research efforts to identify and implement appropriate modeling and analysis tools to improve CAP’s understanding of risks and vulnerabilities to CAP’s Colorado River water supply. Coordinate, acquire and maintain data from multiple sources into data management systems. Oversee maintenance of those systems. Translate data into information products for use by staff and management. 2. Analysis. Analyze and interpret climate, water resource and modeling data to explore and evaluate Colorado River water resource problems impacting CAP. Analyze Colorado River related water use patterns by user, use sector and region. Use existing and devise new, innovative models and methodologies. Prepare and present oral and written reports regarding issues of immediate or special concern. 3. Policy/Program Development. Evaluate Colorado River climate, water use, and system operations scenarios, develops alternatives, and recommend effective strategies, policies, and programs to address projected risks and vulnerabilities to CAP’s Colorado River water supply. 4. Program Implementation. Implement specific CAP policies and programs as directed, working with other CAP departments and outside organizations. 5. Support Services. Provide modeling and analytical support to staff and management on Colorado River water resource issues, implementation of CAP’s Climate Adaptation Plan. Assist in creation of website information by adding current information, revised maps and data, and major studies for viewing by the public. Prepare GIS maps displaying data and other information requested by internal planning staff and senior management. Develop and prepares a variety of reports and studies for management. 6. Representation. Interact closely with local, state, interstate, regulatory, and federal agencies, and water providers to obtain Colorado River and climate information for analysis and input on data analysis and models. Represent CAP on special committees, study groups and task forces as directed.

ABOUT THE QUALIFICATIONS

To be successful in this role, you will have a bachelor’s degree plus five (5) years of recent experience performing functions related to the essential duties of this position; OR have an advanced degree plus three (3) years of related experience. Also important are strong analytical and communication skills; ability to work effectively with others in a team-oriented environment; proficiency in the use of spreadsheets, databases and modeling software; demonstrated excellent analytical ability in applying specialized and conceptual knowledge related to the application of climate change impacts to water resource management challenges; solid working knowledge in MS Office Suite; experience reading, extrapolating, and understanding GIS (Geographic Information Systems) data.

Note: Position may require you to travel approximately within Arizona and the Colorado River Basin, including Mexico. A valid driver’s license and good driving record are also necessary.
