The Compliance Department is responsible for the management, reporting and oversight of a portfolio consisting of: NYCIDA and Build NYC Resource Corporation agreements; NYCEDC land sales; and certain NYCEDC loan and guarantee programs. Compliance works with various NYCEDC departments, the portfolios project companies and consultants to ensure ongoing compliance with project documents as required under State and Local laws by collecting annual employment and benefits information for disclosure in public reports and benefits summaries. Preparation of these reports and summaries are a critical function of the Department and are ultimately subject to review by the City Council, the State Comptroller and the State Authority Budget Office. In addition to public reporting, Compliance provides comprehensive project management for the portfolio through the organization of various Compliance Committees and management of NYCEDCs companywide transactional database. These efforts also include monitoring contract requirements, lease covenants, construction milestones, coordinating termination of compliant and non-compliant projects, requests for delinquent payments as well as benefits recapture. Compliance works closely with NYCEDCs legal department, outside Counsel, the Citys Department of Finance, and the States Department of Taxation and Finance. Compliance Reporting: To ensure that the companies are fulfilling requirements of their agreements, all recipients of NYCIDA benefits must submit (at least) annually reports, certified by a company officer and supported by relevant data, including: * Employment at valid project locations * Occupancy surveys * Statement of benefits received * Proof of Valid Insurance * Confirmation of project completion * Other documentation as needed Failure to comply with the terms and requirements of their project documents may lead to default, termination, or suspension/revocation of benefits. Your Role: The Intern will assist Compliance Project Manager(s) as well as Senior Management who together are responsible for the day-to-day management, maintenance, data accuracy, and enforcement of a diversified portfolio of NYCEDC, NYCIDA and other projects. The Intern will also perform ad-hoc assignments and research projects, on-site inspections and field visits, case studies of existing economic development agreements and presentations to committees of senior management and/or the Board of Directors. This paid position is restricted to a maximum of 1,000 hours within the calendar year. Key Responsibilities: * Assist Project managers who maintain a portfolio of NYCEDC, NYCIDA and other agreements by: * Reading transaction documents to determine project requirements * Obtaining and analyzing required reporting documents in order to verify client compliance with various project requirements including employment thresholds, benefit caps, construction completion, insurance, subtenant, and fee requirements. * Maintaining and updating various data in the department database. * Maintaining files and drafting correspondence/memos documenting client compliance, defaults, and corrective actions. * Performing site visits for clients that are delinquent and/or to verify construction commencement and completion * Aiding in data verification and correction in preparation for required annual reporting to various oversight authorities. * Presenting to the Board of Directors and/or various internal committees * Organizing and sorting department documentation * Contacting clients via phone and email to verify document and project compliance * Other duties as assigned Qualifications: * Proficiency in Microsoft Office (Microsoft Excel required) * Self-motivated * Detail-oriented * Ability to multi-task * Strong communication skills; email and phone correspondence will be expected Availability: * Minimum 15 hours per week during the school year or up to 28 hours per week during the summer months * The assignment lasts for a maximum of 1,000 hours within the calendar year (approximately six months).
