    Civil Practice Lead

     

    The Civil Practice Leader will lead the technical aspects of Luxus Build’s Civil Practice. This practice consists of utilities, stormwater, and site development engineering. Clients are federal, state, municipal, and private. The position will participate in and provide oversight of civil engineering projects locally and worldwide. The Civil Practice also supports in-house projects led by other Luxus Build practices. The emphasis of this role is developing, through training and mentoring, civil engineering staff to a high level of technical competency, delivering projects on time and within the established budget.

     

    General responsibilities include but are not limited to the following:

     

    Develop and enhance key internal relationships across technical practices, market sectors, and offices, as well as develop and enhance external relationships with key clients; support building and leading a team of passionate and skilled civil practitioners in utilities, stormwater, and site development.

    Represent and advocate the Civil Practice within the company and to existing and potential clients.

    Assist in writing RFP/RFQ responses, preparing Statements of Qualifications, and developing shortlist presentations for municipal, state, federal, and private clients.

    Facilitate communication of the impact of design/scope decisions on the level of effort, project schedule, construction cost, and quality of the final product to project management staff.

    Provide oversight and course corrections on project performance, schedule, and budget relative to the civil practice.

    Provide technical guidance and leadership to department staff for projects in the construction phase, including but not limited to proper documentation during RFI and shop drawing submittals, proper safety protocols during site visits, and ensuring timely communications and responsiveness. Foster a culture of openness for construction “lessons learned” and best practices for application on future projects.

    Assure company policies, procedures, and standards are utilized efficiently within the Civil Practice.

    Lead, review, monitor scope and fee proposals, and participate in contract negotiations.

    Collaborate with other Practice Leaders for improvements in project communications, resource sharing, and building comradery within the company. Monitor workload to maintain staff utilization rates and control excessive workload.

    Monitor professional development of staff members to ensure that individuals are being technically challenged productively and expand their technical abilities.

    Provide mentoring to the Civil Practice staff.

    Advocate and encourage innovation and creativity.

    Evaluate and encourage using software tools to automate and enhance the practice's efficiency.

    Work to ensure the quality management process (QA/QC) is followed and, as appropriate, update or develop new procedures to enhance the effectiveness of our processes.

    Encourage “lessons learned” and internal communication to help prevent recurring issues. Discuss project reviews with designers and reviewers to identify quality trends.

    Human Resources responsibilities include but are not limited to the following:

    Identify, promote, and develop skills and professional development programs for team members to enhance job performance and career progression.

    Actively participate in the hiring process with the infrastructure Principal(s) to facilitate building a technical staff with the skills and capabilities needed.

    Perform employee evaluations to convey performance on projects and career paths and provide valued feedback for personal and technical growth.

    Education, Technology, and Experience

     

    Graduation from an ABET-accredited 4-, 5-, or 6-year engineering program in one of the following disciplines: Civil Engineering, Civil and Environmental Engineering, Civil, Environmental and Infrastructure Engineering, or Civil Engineering Technology

    Must be a fully licensed Professional Engineer in at least one US state, preferably in the local jurisdiction.

    Other Engineering related certifications are desirable.

    Active membership(s) in professional organizations is desirable.

    Effectively utilize current company software programs for word processing, e-mail, project accounting, and information management. Working familiarity with design and production software at a comprehensive level able to understand the capabilities and limitations of the programs, and interacting with the support staff in their use of the software are highly desirable.

    Have a minimum of 15 years of relative technical design and practice experience in a leadership role with a consulting engineering firm or within a municipal, state, or federal agency. Significant experience is required in the design and delivery of civil engineering projects that include but are not limited to the following work elements: site grading, roadway, and parking lot design, stormwater quality and quantity design, erosion, and sediment control, public utility design, and environmental permitting. Previous project experience with federal, North Carolina and Virginia, and local municipal projects will be given additional consideration.

    Experience in Design/Build project delivery methods is desirable.
