    The purpose of this position is to assist the Office Director and staff in coordination and implementation of a wide variety of projects and programs, including: managing special shortterm exchange programs, assisting in the planning and implementation of orientations and other enrichment activities for students and scholars, including those from Afghanistan or studying the languages of Afghanistan, conducting program research and statistical analysis, drafting reports, proposals, correspondence, and other communications, providing administrative support, and helping to ensure the effective and efficient operation of academic exchange programs.

     

    SUMMARY

     

    Incumbent serves as a Junior Program Officer in the Office of Academic Exchange Programs of the Office of Academic Programs. The Office, consisting of six regional Branches (Western Hemisphere, East Asia and Pacific, North Africa/Middle East, South and Central Asia, Africa, and Europe) and one functional Branch (U.S. Studies) oversees the Fulbright Program, one of ECA’s major exchange programs.

     

    Essential Duties and Responsibilities:

     

    • Perform a wide variety of duties necessary to assist planning and implementing exchange programs in coordination with regional bureaus, other bureau offices, program agencies, and posts. Perform relevant administrative planning and implementation for task/project completion and provide support for major organizational analysis, design and implementation projects. Maintain a close and highly responsive relationship with the office’s day-to-day activities. Confirm and prioritize project plans and deliverables as agreed upon between the staff contractor and ECA COR and Office/Division supervisor (or Office Director or Deputy Director). Provide data analysis, record keeping and research.

    • Work directly with the Office Director and staff to organize orientation programs for outgoing U.S. Fulbright students and scholars, including those from Afghanistan. Duties include participation in office-wide meetings, communication with grantees, alumni, and speakers, coordination with the workshop hotel and caterers, liaison with cooperating agencies, organization of materials and printing, coordination of disbursements, assistance during one or more orientation programs, including attendance at all events, assistance with troubleshooting and coordination of follow-up. 

    • Work directly with the Office Director and other staff in gathering, organizing, recording and tabulating data on the projects and programs conducted through the Office of Academic Exchange Programs; research and respond to public inquiries and assist in compiling statistics and reports on Academic Exchange programs. 

    • Work directly with the Deputy Director to manage and administer special, short-term exchange programs for students and/or scholars. Draft, format, and produce correspondence and reports, including factsheets and other informational tools, based on exchange and budgetary data.

    Required Skills

     Experience, Education and Licensure:

     

    • Ability to obtain and maintain a security clearance at the Secret level. 
    • Foreign language skills are preferred. 
    • A Bachelor’s Degree is required for this position.
    • A Master's degree with an international focus is preferred.

     

    Skills/Knowledge/Abilities:

     

    • Experience with international educational and cultural exchanges, or other types of international programming and activities, including planning orientations and enrichment programming. 
    • Strong interpersonal skills in maintaining effective liaison with other State Department offices, Fulbright Commission and Embassy colleagues, program partners and other entities involved in academic exchange programs.  Knowledge of priorities, policies, and program goals of exchange programs. 
    • Skill and experience in fundamental fiscal accounting and budget principles. 
    • Demonstrated skills in program administration, operating procedures, oversight and monitoring. 
    • Facility with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and an ability to learn and work with other software, as well as database applications. 
    • Familiarity with J-visa requirements pertaining to the two-year home residency requirement. 
    • Ability to interact with all nationalities in a culturally sensitive manner. 
    • Strong, timely and precise organizational skills and multi-tasking abilities. 
    • Strong critical and creative thinking and analytical skills. 
    • Strong written and oral communication skills, including experience creating and posting content for use in social media. 
    • Strong ability to work independently, with minimal supervision, and multi-task in a high volume, fast-pace work environment. 
    • Strong ability to also have a flexible, team-oriented approach to work. 
    • Exposure to U.S. foreign affairs agencies and/or international organizations.
