    Executive Sourcing - Direct Category Infrastructure Operating Projects Salary Negotiable Location Greater Boston Area Job Type Full-Time Department MBTA - Procurement & Logistics Job Number 18-16932 Closing 8/23/2018 11:59 PM Eastern Job Summary The Executive Sourcing- Direct Category Infrastructure Operating Projects will be responsible for overseeing, creating & implementing policies & procedures in the area of operating project procurement to comply with all federal, state and MBTA regulations, policies, practices & audit requirements. The Executive is responsible for general small operating project purchasing process, purchase requisitions and orders, and contract negotiation and delivery. The Executive is also responsible for working with internal operations team to develop project scope in order to develop, prepare and send out BIDS/ Requests for Proposal (RFP) and other BIDs documents as required. Duties & Responsibilities Design and implement new processes to ensure that small project ($50k to $1m) construction procurements are conducted in a consistent, efficient, and effective manner, in compliance with all applicable laws, regulations, policies and procedures. This includes but is not limited to identifying opportunities to utilize existing statewide contracts or create master blanket purchase orders in cooperation with the Massachusetts Operational Services Division. Manage process for quotes/proposals, advertising/ posting, publication of bidder questions/ FSU responses, receipt of BID responses, prepare bid tabulations, BID opening, etc. Prepare for review and approval project documents such as BIDS, change orders, etc. Build and maintain strong working relationships with internal/external customers and key suppliers. Ensure BIDs adhere to Ch 30 and 39M of State Construction procurement laws. Keep current on state purchasing regulations including MMARS (the MA Management Accounting & Reporting System) & CommBuys (the state electronic marketplace). Respond to public records requests regarding small project construction procurement and contracts. Assists or provides data, reports, information relative to audits by the State or Federal agencies. Recommend ways to optimize the small project construction procurement process to shorten the end to end procurement process. Partner with MBTA Capital Delivery procurement to ensure consistent approaches when applicable, leverage knowledge and vendor information. Participate in fact-based negotiations and develop contracts utilizing approved terms and conditions. Lead through operating with integrity, respect and trust. Establish and maintain relationships with MBTA Capital Procurement, OSD, Maintenance Operations, vendors and suppliers of goods and services. Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner. Uphold the rights and interests of the MBTA while building and maintaining an effective relationship with employees. Assist in ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies. Perform other duties as assigned. Minimum Requirements/Qualifications Bachelor degree from an accredited institution in either Project Management, Architecture, Construction Management, Finance, Business Administration, Public Administration, Operations Management or Supply Chain Management or related field. Five (5) plus years of project management experience in one of the following fields: Project Management, Construction Management, Architecture, Procurement and Sourcing Operations. Knowledge of or ability to understand Federal and State construction procurement laws (MGL Chapter 149, Chapter 30 section 39M, etc.) Ability to function independently with minimal supervision. Demonstrated ability to manage large scale projects and cross-functional teams. Working knowledge of Word, Excel, Access and PowerPoint applications. Demonstrated understanding of complex contracts. Effective organizational, multi-tasking, time management and quantitative skills. The ability to pass: background screenings: A Criminal Offender Record Information (CORI) check; and the MBTA's medical requirements, including a physical examination and drug and alcohol screening. Handle sensitive and confidential information in an appropriate manner. Have excellent customer service and conflict resolution skills. Ability to provide internal and external customers with a courteous and professional experience. Ability to travel to locations throughout the MBTA's service area. Have a satisfactory work record including overall employment, job performance, discipline and safety records.
