Position Title:Right-of-Way and Claims Agent Job Number:TR18-22 Location: Waco, Texas Date Posted: March 27, 2018 Number of Positions: One (1) Reports to: Supervisor Right-of-Way and Land Acquisition Posting Deadline: Until Filled Position Summary: Secures and coordinates acquisitions of properties required by the Cooperative for generation and transmission facilities. Settles damage claims brought against the Cooperative due to maintenance and construction operations. Promotes and maintains good public relations between property owners and the Cooperative by resolving concerns and complaints involving the rights-of-way and Cooperative owned property. Tasks, Duties and Responsibilities: Assists with recommending the most economical and practical location of easements in connection with member cooperatives needs, regional characteristics, surveying, environmental, and engineering design analysis. Assists the Project Regulatory Section with the routing of transmission lines and the identification of landowners. Obtains permission to survey from landowners and works with the attorney to obtain a temporary restraining order in the event that such permission is refused. Assists surveyors with line routing and title information. Acquire the services of a certified appraiser in accordance with the policy of the Cooperative and provide the necessary easement information for appraisals. Initiate the negotiation process with property owners for the purchase of easements. Assist the attorney with scheduling the Final Offer to landowners when necessary. Assist the attorney in requesting the Court to appoint Special Commissioners for condemnation hearings when necessary. Performs tasks in the fee title acquisition of real property for transmission line, substations, pipelines, and generation facilities. Assists with recommending the most economical and practical location of real property sites in connection with member cooperatives needs, regional characteristics, surveying, environmental, and engineering design analysis. Works with engineers from Brazos and the member cooperatives to determine the optimal site for acquisition. Investigates and resolves claims against the Cooperative as it pertains to property damages caused by construction and/or operational activities either by Cooperative or contracted labor. Develops knowledge and sources of land and crop values. Works on the settlement of damage claims brought against the Cooperative due to maintenance and construction operations. Investigate and resolve complaints against the Cooperative as they may pertain to maintenance and construction operations whether involving Cooperative or Contractor personnel. Knowledge, Skills and Abilities: Knowledge of Texas real estate law especially in regard to easements. Knowledge of land appraisal procedures. Knowledge and understanding of basic engineering design relating to electric transmission lines, electric substations, and pipelines. Knowledge of land surveying. Ability to adapt to rapidly changing circumstances, to make decisions accordingly, and thrive in an environment of continuous change and ambiguity. Ability to build and maintain effective work relationships, both internal and external, and establish credibility with management, landowners, consultants, city and county governments, and member cooperatives. Skill and ability to use computers and related software for word processing, reporting, presentations, spreadsheets and e-mail.Skills in teamwork, flexibility, member relations, analysis, and communication.Skills in technical writing to develop policies, procedures, and reports. Physical and Environmental Requirements: Requires working inside in a controlled environment and outside in varying weather conditions. Requires sitting for extended periods of time. A large percentage of this time may be riding in a motor vehicle. Must be able to obtain required drivers license. Requires working overtime and traveling at times with short notice. Requires hearing within normal range, hearing aids are permitted. Requires vision within normal range, corrective lens are permitted. Education and Experience Requirements: Associates Degree in a related business, real estate or technical field plus two years of experience in utility land acquisition and right of way procurement with knowledge of real estate/land values.
