PURA offers new engineers the opportunity to cultivate their technical expertise while also participating in the development and implementation of sound regulatory policy. Engineers will work with an experienced team of technical staff, accountants, rate specialists, lawyers, and policy advisers to effect PURA's broad statutory mandate. The Public Utilities Regulatory Authority is statutorily charged with regulating the rates and services of Connecticut's investor owned electricity, natural gas, water and telecommunication companies and is the franchising authority for the state's cable television companies. In the industries that are still wholly regulated, PURA balances the public's right to safe, adequate and reliable utility service at reasonable rates with the provider's right to a reasonable return on its investment. PURA also keeps watch over competitive utility services to promote equity among the competitors while customers reap the price and quality benefits of competition and are protected from unfair business practices. PURA currently has a job opportunity for a Public Utilities Engineer Intern -Electrical. The incumbent will receive training in introductory professional engineering work for the development of technical and professional engineering skills and knowledge in order to qualify for advancement to the technical engineering work level of Public Utilities Engineer 1 - Electrical. The position will be located at Ten Franklin Square, New Britain, CT 06051. This position is 35 hours per week, Monday - Friday, from 8:00 am to 5:00 pm (flexible). PURPOSE OF JOB CLASS (NATURE OF WORK) In a state agency this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional engineering skills and knowledge in order to qualify for advancement to the technical engineering work of the agency. EXAMPLES OF DUTIES Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period, including but not limited to performing tasks involving engineering studies and investigations of plant, equipment, facilities and services of utility companies to ensure customer needs are adequately met and equity is achieved among customer, societal and corporate interests. Reviews proposed method and manner of construction for transmission lines, inspects completed construction for final approval; witnesses and verifies meter accuracy tests; establishes and ensures compliance with voltage variation specifications; reviews and evaluates issues involving nuclear, hydro and fossil fuel generation. Assist with performing cross examination of expert and utility company witnesses regarding depreciation studies, cost of service studies, capital budgeting for respective utility company facilities and operation and maintenance of utility plants; reviews depreciation studies using statistical techniques (Iowa curves, etc.) to analyze historical data, statistical and engineering judgment, cost of service studies, detailed utility company project submittals and utility company policies and practices; assists in preparing cross examination materials; assists with drafting engineering portions of decisions and orders; interprets statutes and regulations; may provide technical support to commissioners and others; examines exhibits and reports submitted by utility companies; inspects and makes reports on utility plant and equipment; assists in investigating accidents involving utility plants and equipment; assist with surveying accident locations; assists with interviewing witnesses; prepares reports of such investigations; may make recommendations as to elimination of dangerous conditions or practices; assist with monitoring and investigating various operations of utility companies including optional services and metering functions; act as an agency liaison and may report at the State Emergency Operations Center during state emergencies; performs related duties as required. KNOWLEDGE, SKILL AND ABILITY General knowledge of basic engineering theories, principles and methods; skill in use of drafting and calculating instruments; considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details; ability to utilize computer software. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE A Bachelor's degree in the discipline required by the target class. PREFERRED QUALIFICATIONS Knowledge of, or experience in any of the following areas: grid modernization, distribution system planning, regional and federal energy markets and integration of distributed energy resource and energy storage. Demonstrated experience in managing complex projects in a team environment, including developing schedules; tracking progress; assigning, reviewing, and ensuring high quality work product. Strong analytical, technical and writing skills, including performing and/or managing complex technical analysis with great attention to detail, and communicating complex technical concepts in concise, understandable terms.
