    Utility Locate Foreman Fort Pierce Utilities Authority 8 reviews - Fort Pierce, FL Position Summary and Qualifications This is skilled, technical and field supervisory work in assuring compliance with the State of Florida's Sunshine One Call Rules and Regulations, including Florida Statute # 556. This position is responsible for supervision of employees assigned to the Utility Locate Crew. The position also requires accurate and efficient locating of Fort Pierce Utilities Authority's existing underground utilities including water distribution mains and services, raw water well mains, natural gas mains and services, electric primary, secondary, and service cables, wastewater gravity collection mains, force mains, services, as well as traffic signal cables, fiber optic cables and street light circuits. Work requires considerable judgment and is performed under the indirect supervision of the Water Distribution Superintendent , or as designated. (NOTE: There are also secondary functions which the employee will be required to perform.) Communicate directly with customers, other departments, employees, regulatory agencies, governmental agencies, and the general public orally or in writing, as needed. Responds in emergencies and takes personal responsibility for proper remedial measures in situations involving unusual difficulty or danger. Provides supervision and assistance in the administration of the "Sunshine One Call of Florida, Inc." requirements that are in conformance with the "Florida Underground Facilities Damage prevention and Safety Act" (State Statute 556). Provide directions and instruction to crews in safe work habits to assure compliance with FPUA's safety program. Provide direction for Florida Department of Transportation's (FDOT's) Maintenance of Traffic (MOT) requirements. Supervises and participates in providing accurate locations of FPUA's underground utilities, as well as traffic signal cables and street light circuits, in a safe and efficient manner as requested. Recommends needed work schedules based on work loads. Recommends purchase of needed equipment, materials, and supplies to meet present and future demands Operates with a high degree of efficiency various job related equipment to provide accurate and efficient locates as requested by customers, contractors, and other FPUA departments. Keeps accurate certain time and material records and prepares "as-builts" reports and diagrams on all line locations performed documenting the details concerning the requested locations. Prepare accurate reports for distribution to engineering to provide accurate update of key maps. Keeps accurate records of work performed for follow-up and feedback to customers, contractors, or other FPUA departments. Assures trucks, tools, and equipment are kept clean and ready for use and the truck stocked with items needed to perform daily assignments. Perform daily vehicle safety checklist before leaving compound in the morning and upon return at the end of the day. Assist other departmental employees as required. Train new Locators. Perform mentoring duties to new employees as assigned. Ability to react to change productively and to handle other tasks as assigned. Graduation from high school or possession of an acceptable equivalency diploma. Considerable experience in the operations of semi-sophisticated electronic, computer locating equipment and other industry standard equipment. A minimum of five (5) recent years of progressively responsible experience relating to the industry standard of locating underground utilities. A minimum of two (2) years supervisory experience. Will be required to pass a pre-employment drug test and will be subject to random drug testing and other drug and alcohol testing as required by the Code of Federal Regulations, Title 49, Transportation, Part 199 - Pipeline Safety Regulations Drug, and Alcohol Testing. Employee will also be subject to drug and alcohol testing as required by the Department of Transportation and FPUA Rules and Regulations. When considering new job applicants, a comparable amount of training and experience may be substituted for the minimum qualifications. Considerable knowledge of accepted supervisory methods, field supervision, and employee performance standards. Thorough knowledge of materials, tools, equipment, and methods commonly used in general advanced activities, particularly in the accurate locating of underground utilities. Thorough knowledge of administrative reporting requirements of federal, state, and local regulatory agencies. Thorough knowledge of the occupational hazards, standard safety precautions, safe work methods, FPUA's Safety Program, and related safety devices associated in a utility company. Thorough knowledge of the Florida Department of Transportation's (FDOT's) Maintenance of Traffic (MOT). Thorough knowledge of regulatory requirements for underground utilities locates and trench safety. Thorough knowledge of the geographical work area. Ability to communicate effectively and establish and maintain harmonious relationships with Supervisors, customers, other employees, other departments, other governmental and regulatory agencies, and the general public as needed. Ability to understand and follow quickly and accurately brief oral and written instructions on moderately complex matters. Ability to efficiently handle emergencies and multiple tasks simultaneously. Ability to operate a computer. Ability to accurately read and interpret as-builts, blue prints, diagrams, sketches, construction plans, and key maps of underground utilities systems. Ability to accurately prepare reports and keep records. Ability to train other departmental employees, as required. Ability to perform mentoring duties to new employees, as assigned. Ability to maintain good job-related physical condition and health and sufficient physical strength to perform heavy, manual-type labor encountered in the work area within the limits of sound safety practices. Ability to correctly interpret and administer rules, regulations and policies in order to make decisions based on established policies and procedures. May require shift work on evenings, nights and weekends. Wear personal protective safety equipment including but not limited to safety glasses, face shields, hearing protection devices, gloves, safety vests, and hard hats. Will be required to work in adverse weather conditions to restore service to customers during emergencies. Will be required to work under difficult and strenuous conditions due to nature of operating underground utilities system. Must possess a current Midwest Energy Association (MEA) Operator Qualification Program certification, which consists of: * 101 - Characteristics and Hazards of Natural Gas * 102 - Potential Ignition Sources: Indoor and Outdoor * 103 - Recognizing Emergency Conditions * 104 - Recognizing and Reporting Natural Gas Leaks
