San Diego, CA Assist in the management and coordination of all required
Gas and Electric activities leading to the successful completion of
multiple projects including, scoping of project, identification of
resources (internal and external), selection of consultants and/or
contractors, cost estimates, budgeting, permitting, environmental, land
rights, design, material procurement and start-up of project to
completion. - Project and Construction Management - Meets with
government representatives, customers, contractors, and consultants, to
negotiate and reach agreement on design details, maintain system
integrity and ensure the most cost-effective design and construction
methods are obtained. Coordinate system design details with departments
throughout the company. Works with a higher level staff to develop
contracts and contract revisions for contractors, consultants and
vendors. Assists with approval of contracts with construction contractor
and various other consultants. Prepares construction orders with safe,
reliable, and cost-effective designs that conform to company standards.
Reviews easements, maps and utility as-built in relation to construction
proposals. - Project Design - Works with a Field Utility Specialist for
conflicting facilities and final position for all Underground and
Overhead Electric facilities that involve Municipality conversions. This
includes pole staking, underground structures and trench position and
final grade of these electric facilities. Identifies gas and electric
facilities in the field and uses new technologies to resolve complex
problems and propose innovative solutions. Works with a Field Utility
Specialist to protect the company's gas and electric facilities and
provide Project Management with detailed information for design purposes
by identifying, negotiating and resolving conflicts with Franchise,
Municipalities and other Governmental agencies with proposed major and
multifaceted construction improvement plans. Prepares engineering
calculations and negotiates design details in conformance with company
standards, business controls, land rights, environmental requirements
and government regulation and existing systems, policies and procedures.
Develop and obtain approval of design parameters that establish
performance, safety and reliability requirements for proposed projects.
- Determine cause of damage to company facilities and submit findings to
the Claims Department. May appear as a witness or provide testimony for
legal proceedings. Class Location Survey * Attend on-going training
modules and work with a Sr Field Utility Specialist as assigned. *
Performs other duties as assigned. Please note that this position may
be filled at a higher level based on qualifications External
Qualifications: Minimum two years experience involving the design,
estimating and construction of pipelines and underground electric
systems. Must have High School Diploma and College courses are
desirable. Excellent verbal and writing communications including
diplomacy skills. Must possess the ability to effectively interact with
various departments to maintain open lines of communication. Must
clearly and concisely communicate technical and economic concept with
all levels of management in both formal and informal settings. Requires
detailed understanding of electric and gas distribution standards,
business procedures and governmental regulations that impact and guide
project planning activities. Must exercise analytical ability, ingenuity
and tact in the performance of duties. Should have a concern for long
term implications, vision and creativity, openness to new ideas. Strong
teambuilding skills will be necessary for success. Must have the ability
to effectively manage minor projects that vary in complexity and
priority. CAD design and computer skills in SAP, DPSS, Word Processing,
Spreadsheet and Database analysis tools. Must be able to travel.
Requires travel within the service territory.· Lift files or equipment
up to 10 lbs about 4 times per week.· Carry a locator, approximately 15
lbs for about 20 minutes at a time.· Work in and around traffic.· Walk
