This position may also perform rate billing system set-up, entry, and maintenance. This position may also perform a wide variety of energy efficiency program related activities, including the collection and reporting of research activities. Analyst II/Regulation and Energy EfficiencyThis position may provide analysis in support of the Companys regulatory goals and initiatives by assisting in the preparation of rate changes, tariffs, and regulatory materials that are used in the advocacy of the Companys regulatory positions. This position may also perform rate billing system set-up, entry, and maintenance. This position may also perform energy efficiency program related activities, including the collection and reporting of research activities. This position may also be responsible for developing a detailed understanding of the Companys state tariffs, public utility codes, commission orders, energy efficiency programs, research collection practices and is able to convey that information to various Company employees and outside entities, as necessary. This position may serve as a subject matter expert witness in regulatory proceedings. Responsibilities Depending on the candidates knowledge and experience in the regulatory process, the successful candidate will have varying levels of responsibility for the following activities: Job responsibilities include, but are not limited to: Analyst I: REGULATIONPerform research and retrieve data to assist in the preparation of all regulatory filings, testimony and supporting schedules to ensure work products effectively advance the Companys technical regulatory strategies, including providing direction to internal departments to develop analyses on topics related to regulatory issuesPerform research and retrieve data to assist in the preparation of financial and operational analyses in each rate jurisdiction to ensure recorded and statistical information is completed and maintained in a timely and accurate manner to provide the analytics necessary to support cost recovery initiatives, regulatory filings and regulatory strategyPerform research and retrieve data to assist in preparing and developing complex and technical analyses of multiple components of the Companys cost of service and rate design allocation models in each rate jurisdictionPerform research and retrieve data to assist in preparing forecasted results of operations by ratemaking jurisdiction to develop recommendations to senior management in support of corporate financial and regulatory goalsPerform research and retrieve data to assist in performing analyses to ensure that the execution of regulatory strategies achieves desired business results by regularly reviewing achieved results and directing adjustments to strategies accordinglyFamiliarize with and perform Company billing system entries to ensure customers are accurately and timely billed and the Company recovers all amounts authorized by its regulatory commissions, including the reporting or and making recommendations when changes to the billing system are requiredRetrieve data and assist in performing various components of the annual preparation of the budgeted margin and ensure operational changes or commission decisions are accurately reflected, as appropriatePerform research and assist in preparing data requests and responses to data requestPerform research and retrieve data to assist in performing all internal and external regulatory monthly, quarterly, and annual compliance, tariff, and rate adjustment filingsAssist in developing department procedures and documentation prepared by others to ensure they are appropriately updated and maintainedActively identify, implement and encourage potential enhancements to current processes that may streamline or increase efficiencies ENERGY EFFICIENCYRetrieve data to assist in the design and development of the Companys portfolio of approved energy efficiency programsAssist with energy efficiency program accounting to ensure compliance with regulatory requirements and corporate guidelinesDevelop an understanding of energy efficiency issues and topics by researching related regulatory filings of the utilities and current regional and national energy efficiency issuesAssist with the preparation and maintenance of energy efficiency program applications to add/revise terms and conditions and program structure, as necessary, consistent with regulatory and legal requirementsRetrieve data to assist in the preparation of content in support of all regulatory filings including written testimony, data request development and response, and other related regulatory dutiesDevelop a working understanding of software applications utilized for regulatory reporting and manage the performance of quality assurance analysis on rebate processing, program summary reports and other related processesAssist in maintaining key performance metrics to measure product and program effectiveness and drive continuous improvement activitiesPerform other duties and responsibilities as assignedRegular and predictable attendance is a condition of employment and is an essential function of the job Analyst II: REGULATIONRetrieve data to support and assist in preparing regulatory filings, testimony and supporting schedules to ensure work products effectively advance the Companys technical regulatory strategies, including providing direction to internal departments to develop analyses on topics related to regulatory issuesAssist in developing regulatory proposals and review the work of internal personnel and external parties critically by asking challenging questions to ensure the Company is achieving its regulatory objectivesRetrieve data and prepare financial and operational analyses in each rate jurisdiction to ensure recorded and statistical information is maintained in a timely and accurate manner to provide the analytics necessary to support cost recovery initiatives, regulatory filings and regulatory strategyAssist in preparing and developing complex and technical analyses of multiple components of the Companys cost of service and rate design allocation models in each rate jurisdiction and identify variances, trends or issues that may impact cost recovery or regulatory initiativesRetrieve data and assist in preparing forecasted results of operations by ratemaking jurisdiction to develop recommendations to senior management in support of corporate financial and regulatory goalsAssist in preparing analyses to ensure that the execution of regulatory strategies achieves desired business results by regularly reviewing actual results and directing adjustments to strategies accordinglyProactively monitor and communicate emerging regulatory issues and the potential impact on the Companys operationsAssist in performing Company billing system entries to ensure customers are accurately and timely billed and minimum of a bachelors degree in engineering, economics, accounting, finance or similar field; or equivalent combination of education and experience sufficient to successfully perform the essential job responsibilities. In addition, this position requires the demonstration of a high level of analytic problem solving, knowledge of spreadsheet software, and the ability to perform complex computer model development. In addition this position requires the demonstration of an advanced level of technical writing ability. Analyst IIThis position requires a minimum of three years of relevant work experience plus a minimum of a bachelors degree in economics, accounting, finance or similar field; or equivalent combination of education and experience sufficient to successfully perform the essential job responsibilities. The successful candidate should demonstrate a high level of analytic problem solving and knowledge of spreadsheet software, with the ability to perform under strict time constraints.
