Position Overview
EOHHS is seeking a Project Funding Manager (PFM) to support MassHealth Data & Analytics (D&A) technology initiatives within the Enterprise Data Management & Engineering (EDME) organization.
This role serves as the primary coordinator for funding, budgeting, contract alignment, financial tracking, compliance documentation, and federal funding support activities. The Project Funding Manager will help ensure MassHealth secures, maintains, and retains CMS funding approval for major Medicaid technology investments through effective management of Advanced Planning Documents (APDs), project budgets, vendor contracts, financial reporting, and stakeholder coordination.
The ideal candidate brings strong experience in project finance, grants management, contract administration, budget forecasting, procurement support, compliance documentation, and executive reporting. Prior APD experience is preferred but not required.
Key Responsibilities
Funding & APD Management
Lead development, maintenance, updates, and submission of APDs, APD Updates, operational updates, CMS submission letters, funding tables, and supporting documentation.
Translate project plans, milestones, risks, outcomes, contract activities, and budgets into funding narratives supporting CMS approval.
Coordinate responses to CMS inquiries, approval conditions, and follow-up requests.
Maintain submission calendars and ensure compliance with federal funding deadlines and reporting requirements.
Monitor Federal Financial Participation (FFP) requirements and funding approvals.
Budget & Financial Management
Track project budgets, funding allocations, expenditures, encumbrances, and forecasts.
Maintain federal and state share funding reports and cost allocation tracking.
Support budget planning and forecasting activities across Data & Analytics initiatives.
Analyze budget variances and prepare financial status updates.
Review resource allocations and timecard coding compliance.
Contract & Vendor Management
Support development and review of:
RFPs
Contracts
SOWs
Amendments
Interagency Agreements
Track contract budgets, deliverables, approval status, contract periods, and funding alignment.
Monitor vendor invoices and expenditures against approved funding.
Ensure vendor activities align with approved APD scope and funding assumptions.

Required Qualifications
Bachelor's degree in Business, Finance, Public Administration, Project Management, Information Systems, or related field, or equivalent experience.
