_ Job Description_

Performs highly advanced (senior-level) consultative services and technical assistance work. Work involves planning, developing, coordinating, and implementing comprehensive agency-wide public information and records management programs in coordination with other areas of the agency. Participates in briefings and meetings and trains others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the General Counsel.

_ Essential Job Functions_

• Supports the Executive Administrator, General Counsel, and agency attorneys in administering the Texas Public Information Act for the agency.
• Schedules, prioritizes and responds to public information requests in accordance with agency practices and statutory requirements.
• Drafts memoranda, letters, briefs and other legal documents and assists in preparing exhibits to be presented to the Texas Attorney General.
• Communicates with agency staff and outside parties about matters relating to the implementation of the Texas Public Information Act, including preparing and filing required open records reports with the Texas Attorney General.
• Assists in coordinating initial production of documents with agency departments and in compiling, reviewing, redacting and organizing documents for inspection by or delivery to requestors.
• Assists in interpreting and applying open records letter rulings issued by the attorney general to responsive information.
• Determines public information act requirements for staff and develops or oversees the development of training materials.
• Works with agency leadership in developing and implementing effective techniques for evaluating and improving the records management program to include providing consultative services and technical assistance to staff.
• Develops records and information management policies and procedural manuals to assist in monitoring, assigning and directing staff in the development and integration of records automation and information management.
• Determines records management training requirements for all staff and develops or oversees development of training materials.
• Determines appropriate actions regarding storage, retention, duplication, final disposition practices and cost-effective operations.
• Compiles and organizes data and prepares reports.
• Develops and implements procedures and processes.
• Trains others.
• Maintains confidential and sensitive information.
• Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
• Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
• May be required to operate a state or personal vehicle for business purposes.
• Performs other duties as assigned.

Qualifications

_ Minimum Qualifications_

• Graduation from an accredited four-year college or university with a bachelor's degree in Political Science, Legal or related fields OR a certificate of completion from a recognized legal assistant program.
• Ten years of progressive technical and administrative experience in legal office practices or administrative support.
• Significant experience working with the Texas Public Information Act.
• Relevant experience and education can be substituted for each other on a year-for-year basis.

_ Preferred Qualifications_

• Previous experience administering a records management program.
• Previous experience managing records production in litigation, including gathering, analyzing and organizing litigation documents and files.
• Previous experience working with Texas laws and rules governing state agency operations and responsibilities.
• Previous experience working for a Texas state agency.

Knowledge, Skills, and Abilities

• Knowledge of local, state, and federal laws and regulations relevant to records management and the Texas Public Information Act and the General Counsel Office.
• Knowledge of the principles and practices of public administration.
• Knowledge of public information laws, rules, procedures and other requirements.
• Knowledge of principals and practices of records management programs, TSLAC and state of Texas rules and regulations, and other laws governing records management programs and state agency operations.
• Knowledge of government office policies and procedures and legal office management.
• Skills using Microsoft Office programs such as Word, Excel, and Access.
• Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
• Skills in effective oral and written communication.
• Skills in performing highly detailed work under limited supervision and in consideration of multiple deadlines.

• Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.

• Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
• Ability and willingness to travel 10% of the time, primarily within the State of Texas.
• Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
• Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
• Ability to train, oversee and supervise the work of others.
