    Our government client has an opening for a PROCESS ANALYST TEAM-LEAD/COACH ROLE FOR PURCHASING DEPARTMENT located in Downtown Houston. Please see below for all details:

     

    JOB SUMMARY:

    The primary function of the Purchasing Department is to acquire goods and services meeting quality standards at the lowest cost, considering prevailing economic conditions and end user requirements consistent with existing laws.

    The Process Analyst Team-Lead will create and maintain a positive, quality work environment that allows Purchasing Coordinator staff to be successful in providing quality service. Ability to quickly learn all the phases of purchasing processes to be able to communicate and coordinate tasks/responsibilities to Purchasing Coordinator staff to support various departments, vendors, Buyers, Senior Buyers, and Contracts Administrators. Plans, organizes and leads the Purchasing Coordinator staff so that they knows what is expected of them and have adequate resources to meet quality work standards. Must be an effective team builder who works collaboratively with internal and external customers to provide excellent customer service and quality output. Understand internal purchasing processes and procedures to supervise staff in a fast-paced, complex business environment. The Process Analyst Team-Lead will bridge the gap between internal purchasing operational procedures and Purchasing Coordinator staff requirements to ensure business day-to-day operations are successful.

    RESPONSIBILITIES:

    • Gain full understanding and knowledge in all the duties and functional responsibilities of the Purchasing Coordinators and multiple purchasing systems to effectively supervise them.
    • Clearly communicates expectations and priorities to Purchasing Coordinator staff (oversee 5-6 Coordinators) to support various departments, vendors, Buyers, Senior Buyers, and Contracts Administrators.
    • Review, analyze, and evaluate current Purchasing Coordinator processes and procedures.
    • Gains full understanding of Purchasing functions and procedures to recommend and execute plans for process-improvements.
    • Assist the department in creating and developing Purchasing Coordinator Processes/Procedures Manual and Training Guides.
    • Facilitates meetings with staff to gain better understanding of internal processes, procedures, and requirements.
    • Assist with providing the Purchasing Coordinator staff with necessary tools, resources, information and training to effectively perform their jobs.
    • Assign work tasks, priorities, and follow up with Purchasing Coordinator staff.
    • Conduct training for existing Purchasing Coordinator team members and future hires.
    • Interact daily and directly with Purchasing Coordinator staff to update management team.
    • Maintain good working relationships with all individuals of varying social and cultural backgrounds.
    • Manages projects, tasks, or assignments, serves on work group teams and defines the scope of project, tasks, or assignments and determines resources required, and implements the project, task, or assignment.
    • Delegates and reviews status of on-going work to assure expectations are being met.
    • Directly supervises and evaluates the performance of Purchasing Coordinators.
    • Ensures daily activities and tasks of Purchasing Coordinators are aligned and in compliance with the Texas Local Government Code (LGC), other relevant law and best business practices.
    • Excels in customer service delivery, performance and productivity targets, customer satisfaction, quality and quantity of work of staff.
    • Backup to Purchasing Coordinators as needed.
    • Performs other duties as assigned.

    QUALIFICATIONS:

    • Previous supervisory/management experience is required (minimum 3 years supervisory experience) developing teams and working in a team environment setting.
    • Excellent interaction skills that incudes tactful communication, mediation, and diplomacy, facilitation and negotiation, leadership, influencing, and team-work abilities is required.
    • Excellent communication skills verbal and written; strong, active listening skills.
    • Strong knowledge of Microsoft Excel, Word, Power Point, and Outlook and in developing Standard Operating Procedures (SOP’s) and/or training manuals.
    • Strong interpersonal skills to interact and maintain good working relationships with all individuals of varying social and cultural backgrounds
    • Must have strong initiative skills to evaluate, assess, and develop SOP’s, procedures, and processes.
    • Excellent planning and organizing skills.
    • Results driven and detail-oriented.
    • Be a self-starter and ability to handle a fast-paced environment.
    • Creative and flexible in the use of resources to meet the needs of Purchasing Department.

    Pay Rate: DOE $25 up to $28.85 per hour

     

    Work Location: Houston, Texas 77002

     

    Work Schedule: Monday through Friday with the hours of either 7:00 a.m. to 4:00 p.m. (60 minute lunch) or 7:30 a.m. to 4:30 p.m. (60 minute lunch).
