Project Controls Specialist
Seeking a Project Controls Specialist to join our team! The candidate will work with the Port Authority of New York and New Jersey (PANYNJ) and possess a thorough knowledge of project control concepts, processes and procedures including project cost control and reporting, project scheduling, project performance reporting, development of project work breakdown structures and reporting on project variances from approved plan. Minimum Qualifications: * Bachelor of Science Degree in an engineering, accounting, economic or business administration discipline or a Project Management Professional (PMP) certification along with a technical degree. * Minimum of 1-3 years of progressively responsible experience around project control. * Proficiency in the use of standard Microsoft Office products, Primavera (Oracle's Project Management software) and ability to become competent with Port Authority software and reporting systems. * Must be authorized to work in the United States * Must be willing to undergo a background check, in accordance with local law/regulations * Reporting Location: Working hybrid however services are anticipated to be at various PANYNJ facilities and are subject to change as required by PANYNJ General Skill/Knowledge Requirements: * Proven ability to manage multiple projects simultaneously and effectively, utilizing limited resources to achieve complex goals. * Expert knowledge of the principles, methods, and tools for developing, scheduling, and managing projects and resources, including monitoring costs, work, and contractor performance. * Demonstrated customer service, decision-making, problem solving, negotiations and interpersonal skills. * Demonstrated knowledge of capital planning and assessment, cost-benefit analysis, planning and evaluation, and risk management protocols. * Proven skills at effective communication both at the interpersonal and group level. * Proven ability to work effectively within groups and to complete assigned tasks independently. Responsibilities: The services shall include, but not be limited to: * Performing project controls consisting of scheduling, cost control, or other project management/control services, as required. * Supporting the Project Management Office (PMO) project delivery improvement initiatives and providing project control support services to PMO staff in the Authority's line departments. * Analyzing data from the integrated program/project control and reporting systems. * Recommending and implementing modifications for the existing procedures and reporting systems that the PMO utilizes to oversee and control the projects and programs budgets and schedules. * Preparing project control reports and presentations. * Training support * Developing project delivery standards and procedures. Schedule Management Maintain project schedules and information in Oracle Primavera for on- going and new projects. The services shall include, but not be limited to: * Updating schedules in Oracle's Primavera Ver 16.1 and above project scheduling software (Primavera System) monthly. * Developing project schedules in consultation with stakeholders and project managers. * Reviewing the status of projects (scope, schedule, and costs) with project managers. * Creating and maintaining resource loaded project schedules in the Oracle Primavera project scheduling software. * Entering and maintaining proper project and activity codes in the Oracle Primavera System. * Providing project milestones look-ahead reports and perform analysis. * Providing schedule logic development assistance, as required by the Authority * Participating in workload meetings with the supporting departments Program/Project Analysis and Performance Reporting Perform cost and schedule analysis and provide performance reports. The services shall include, but not be limited to: * Performing cost/schedule variance analysis and identifying project delivery concerns. * Analyzing project/program start, completion and duration variances at major milestones throughout the project life cycle. * Providing synthesis of key information to project managers. * Assisting the Authority in preparing executive level summary reports. * Monitoring projects progress and providing timely reports of performance measurements (budget-over-run/under-run and schedule delay/acceleration). * Developing monthly status reports for project managers - including forecast variance, project milestones, Look-Ahead (advertisements, Bids, Board date, Awards), charge codes and settlements. * Supporting the development, maintenance and of the Authority's Capital Delivery Dashboard Company Description WPA is a woman-owned Owner's Representative firm and we manage construction projects for mostly nonprofits including schools, hospitals, libraries, etc. in the New York City area. We currently have somewhere between 40-50 employees.\r\n\r\nBecause we are a woman-owned firm we are on contracts with larger Construction Management firms such as LiRo, Hill International, Jacobs, Tectonic, Gilbane, etc. and we help them to meet their WBE goals. We provide Project Managers, Inspectors, Estimators, Office Engineers and so on. Currently we are on about 10-15 different contracts.
