    We are seeking an experienced IT Project Manager-Expert to lead the implementation of multiple web-based and/or low-code applications. This role requires adapting to various methodologies including waterfall, agile, and hybrid approaches. Strong communication skills, both verbal and written, along with the ability to work independently and collaboratively, are essential. The position reports to the Project Portfolio Manager for the assigned projects.

    Responsibilities:

    Build and gain approval for business cases for new projects through stakeholder and market analysis, cost/benefit analysis, and project schedule estimates.

    Implement medium to large-sized projects of moderate to high complexity and risk.

    Manage dependencies of IT projects spanning multiple divisions and external entities.

    Collaborate with senior executives, IT personnel, business program leads, and external stakeholders to analyze project requirements and manage stakeholder expectations. Develop and execute comprehensive communications plans.

    Work with organizations business units, IT, and selected vendors or in-house teams to complete project implementations.

    Serve as scrum master for internal agile development projects.

    Provide leadership, direction, and oversight to project teams and vendor-related activities, reporting to senior portfolio and executive management.

    Work closely with development teams to manage project milestones, identify risks, and mitigate potential impacts on project schedules. Keep management informed of project status.

    Support the Contract Administrator in vendor management ensure deliverables align with project needs, and support invoice validation.

    Develop project management artifacts following PMI’s PMBOK, Organization PM Methodology, and State of NC project methodology. This includes budget development, expenditure tracking, plan creation and maintenance, status reporting, and documentation management.

    Manage day-to-day project activities, including ensuring deliverable quality, monitoring project risks, costs, and schedules, tracking expenses against budgets, managing action items and decisions, and overseeing project changes.

    Input project data into the State project portfolio management tool (Microsoft Project Server and SharePoint) and maintain online project notebooks (SharePoint).

    Manage internal and external relationships and dependencies across workstreams to ensure project success.

    Assist in managing procurement efforts by developing procurement documents (e.g., Requests for Proposals, Statements of Work), writing content related to project scope and technical requirements, and supporting administrative tasks during bid evaluations, negotiations, and contract approvals.

    Qualifications:

    Bachelor’s degree in Computer Science, Information Technology, Business Administration, or related field. Master’s degree preferred.

    10 years of experience as a project manager, preferably in IT or related fields.

    Demonstrated experience in managing complex IT projects with multiple stakeholders and dependencies.

    Proficiency in project management methodologies (e.g., waterfall, agile, hybrid) and project management tools (e.g., Microsoft Project, SharePoint).

    Strong analytical, problem-solving, and decision-making skills.

    Excellent communication skills (verbal and written) with the ability to interact effectively with stakeholders at all levels.
