Project Manager - Enterprise Data Management
The Enterprise Data Management (EDM) Project Manager is responsible for coordinating and managing the activities related to the EDM platform, EDM strategy, and EDM governance workstreams. This role requires a strategic and organized individual who can oversee the comprehensive execution of the EDM initiative. The EDM Project Manager will ensure that all workstreams are aligned, interdependencies are managed, and objectives are met within the defined scope, schedule, and budget. The role is accountable to the Chief Data Officer, designated Strategic Advisory Services members, and leadership.
Responsibilities:
Create comprehensive project documentation, including a project charter that outlines primary objectives and key aspects for each workstream, such as Scope, Schedule, Costs, Key Milestones, Resources (State, vendors, contractors), Communications, Risks, Procurement Strategy, and Change Management.
Facilitate and guide the prioritization of EDM project objectives and deliverables, ensuring alignment with overall goals.
Develop and manage a cohesive project schedule, identifying dependencies across the three EDM workstreams.
Utilize Agile principles to drive projects to completion efficiently
Provide Scrum Master services, including status reporting, projections, budget oversight, meeting facilitation, task management, backlog management, and governance.
Lead a cross-functional team of internal and contractor resources in planning and executing the EDM project.
Escalate unresolved challenges to EDM project leadership and collaborate with State agencies as needed.
Support EDM project and organizational leadership with key project management tasks, including scope definition, schedule management, budget tracking, risk assessment, and communications, following best practice methodologies.
Design and facilitate project meetings, including regular team gatherings, steering committee sessions, and other essential engagements.
Oversee project communications by producing necessary documents and content and disseminating information through various channels, such as the EDM project SharePoint portal, email, newsletters, and meetings (both remote and in-person).
Assist in managing external vendor resources, ensuring adherence to project schedules, risk management protocols, budget constraints, resource allocation, and deliverables.
Generate procurement-related documents to support vendor management activities, ensuring compliance with legal, contractual, and professional standards.
Collaborate with internal and external resources and project managers to anticipate resource constraints across projects and implement strategies to prevent delays.
Monitor and review the project risk register to ensure comprehensive risk identification and oversee the execution of risk mitigation plans.
Plan, monitor, and track key metrics for progress and performance to ensure project performance aligns with established timelines and goals.
Identify root causes of performance gaps and explore opportunities for improvement.
Produce essential project management documentation and deliverables, including charters, project management plans, schedules, budgets, communication plans, statements of work, and regular project status reports.
Develop and deliver project communications and status updates in various formats, including Word documents, PowerPoint presentations, website content, and other required materials.
Perform work by established standards, processes, and tools, addressing gaps by providing options for consideration and implementation.
Ensure all work is completed promptly and in alignment with established standards for quality.
Basic Qualification:
Relevant professional experience in technical and project management.
Experience with large enterprise data management technologies and strategies.
Vendor management experience, including enforcement of Service Level Agreements (SLAs).
Deep understanding of current technology topics, especially those relevant to enterprise data management and artificial intelligence.
Ability to identify synergies and address interdependencies between workstreams.
Resource and sequence planning skills to oversee large-scale projects.
Familiarity with state and federal policies related to data management technology, strategy and governance, AI, and privacy.
Proven ability to mentor, coach, and develop leaders.
Strong communication skills with the ability to align the organization on complex technical and business decisions.
Expertise in creating briefing content for project governance and executives.
