    Job Description

    AECOM is seeking an Engineer/Engineering Technician - NAVY Production Workforce / Services Experience to be based in Hagatna, Guam.

    The responsibilities include:

    • Conducting/participating in Sustainment, Restoration, and Modernization (SRM) Initiatives, meetings, and discussions with Navy staff on Guam.
    • Ability to use electronic applications and internet-based management tools, position analyzes and reviews a myriad of data to ensure individual contractor actions executing repairs are completed within authorized funds, scope, and time.
    • Provide technical guidance, functional support, consultation and assistance to Navy staff on as needed basis if not daily.
    • Provide tracking of SRM execution, work induction, customer liaison, etc. Monitor and track SRM execution and report to the Public Works Officer (PWO), Deputy PWO or other facility management teams on adjustments needed to meet-obligation deadlines.
    • Provide detailed analysis by comparing SRM execution projections and actual execution, and identify possible causes for variances.
    • Assure the weekly SRM tracker is up-to-date and provides weekly SRM execution report to PWO.
    • Assist in preparing monthly workload reports including summaries by appropriation, location and project for program management information and action, as required.
    • Analyze, interpret and evaluate actual and projected workloads.
    • Report and recommend action to correct any data quality deficiencies.
    • Update, revise, sort, calculate, and manipulate data in spreadsheets to meet multiple report formats and produce standard reports.
    • Monitor fund targets for SRM projects. Assist in allocating funds to individual functional areas based on budget estimates, historical expenditures, projected workload and approved funding.
    • Monitor expenditures against obligations and the execution plan to assure that funds are properly and timely obligated and expended. Participate in reconciling year-end budget close out to ensure proper and full use of expiring resources.
    • Determine distribution of assigned resources and provide guidance to Navy personnel on the resources, job order numbers, etc.
    • Assists Requirements Branch personnel and provides PWD personnel on the definition and proper use of the established record keeping and project tracking numbering systems and other criteria. Monitor, track and prepare monthly reports by product and service codes, e.g., Resource Allocation Plans/Operating Targets (RAP/OPTAR), Effort Distribution Matrix (EDM), and Funds Distribution Matrix (FDM)).
    • Collect and consolidate data for daily if not weekly reports of progress. Data is analyzed for trends and exceptions and brought to the attention of the PWO and, DPWO.
    • Prepare metric charts and consolidated PWD reports for submission to Navy teams if required. Develop data queries using corporate databases and spreadsheets, and other management reports for tracking execution and completion of projects. Create and run various queries and prepares reports as required. This involves extracting data in accordance with guidelines provided by the PWO and preparing written summaries, reports of findings and recommendations.
    • Act as the primary person responsible for monitoring construction contractor’s efforts with regards to on-site quality assurance and safety compliance.
    • Furnish their designated Government representatives with documentation indicating whether the construction conforms to contract requirements.
    • Coordinate construction operations between contractors, station personnel, and other government agencies. Provide technical oversight of multiple construction contracts.
    • Participate in all “Preconstruction Meetings”, “Post-Award Kickoff Meetings”, and "Partnering" activities during construction (workshops, meetings, etc.) as required. Attend quality control, preparatory and initial meetings and monitor three-phases of control checklists for accuracy and thoroughness.
    • Review/Analyze Requests for Information (RFIs) and submittals and provide the Government with comments and recommendations - Monitor compliance with environmental protection requirements and document all findings.
    • Coordinate with Government representatives and appropriate construction contractor personnel before conducting required inspections and meetings such as the NAVFAC Red Zone meeting (coordination meeting typically held at 75% project completion - Monitor the preparation of as-built activities of contractors to ensure that those documents are being prepared on an on-going basis.
    • Review contractor submissions of as-built drawings for completeness and accuracy and advise the appropriate Government personnel in writing as to the acceptability of such submissions
    • Act in direct support the construction manager/construction oversight engineer as required.
    • Report and document instances of non-compliance with quality control and safety requirements.
  • Qualifications

    Qualifications

    _ Minimum Requirements:_

    • Bachelor's degree 6 years of experience relevant experience or demonstrated equivalency of experience and/or education.
    • Possess a valid driver’s license with a safe and acceptable driving record.
    • Able to pass client background screenings when required by our contract - typically for working with federal clients.

    _ Preferred Qualifications:_

    • Bachelor of Science (BS) degree in engineering, architecture, building construction, construction science, or construction management.
    • OSHA Training
    • Five (5) years of recent experience within the last ten (10) years supporting the Navy, Army, or Air Force sustainment, restoration, and modernization programs at the installation level.
    • Five (5) years of recent experience within the last ten (10) years as a Construction Manager, Project Manager, Project Controls Manager, or Contracting Officer’s Technical Representative on Department of Navy or other Department of Defense Projects.
    • Possess a Bachelor of Science (BS) degree in engineering, architecture, building construction, construction science, construction management, or a Bachelor of Arts (BA) degree in a business-related field.
    • Prior Experience as a Production Workforce Specialist for the US Navy. Specialized experience should demonstrate analyzing and evaluating production workforce programs (i.e. shop resources, resource allocation, production operations, staffing, revitalization plans, loans and borrows, labor and non-labor budget, coaching and continuous training and development, etc.) and identify problems in program areas to implement or recommend solutions to ensure program objectives are met.
    • OSHA Training
    • Strong work ethic and the ability to work independently with minimal supervision as well as be able to work closely with and collaborate with a small team.
